【摘要】：胡锦涛主席在十七大报告中指出:“要发展基层民主,保障人民享有更多、更切实的民主权利,加强基层政权建设,完善政务公开、村务公开等制度,实现政府行政管理与基层群众自治有效衔接和良性互动”。与城市社区民主相比,农村基层民主建设是中国民主政治发展中更重要、更为基础的部分。发展农村基层民主有利于培养人们的民主思维和民主观念,提高人们的民主实践能力。在当今社会人民的民主意识逐步深入,民主意愿愈加强烈的情况下,逐步解决在推进基层民主中遇到的问题,不断探索推进农村基层民主的新途径,稳步提出能促进农村基层民主建设发展的新对策,不仅能够大力推进中国农村基层民主的发展进程,而且能够促进农村经济社会发展,促进社会主义和谐社会的构建。本文一共分为五章:第一章主要写文章的选题依据及意义、国内外研究现状分析、论文结构及创新点等相关内容;第二章主要阐述农村基层民主建设的相关理论;第三章主要分析当前我国农村基层民主建设的现状,主要从当前农村基层民主在相关法律体系建设、实施机构、村民自治等方面取得的成就和干部群众素质低下、封建思想浓厚以及农村干部群众老龄化严重等方面存在的问题着手分析;第四章主要分析我国基层民主建设存在问题的主要原因,主要从经济、政治、文化、社会四个方面进行分析;第五章主要是从存在的问题出发,提出当前推进农村基层民主建设的有效对策,主要从发展农村经济、提高农村干部群众的综合素质、充分发挥基层党组织的领导核心作用、充分发挥村委会职权等几个方面进行阐述。最后结语部分进一步揭示了发展农村基层民主的必要性和重要意义。
