党导民主制:正当性与价值

【摘要】：党导民主制建立在一个代表公意的德性政党领导基础上,是一种现代德性民主政治。党导民主是引导式、融合式和金字塔式民主。党导民主制对领导党既有能力上的要求也有德性上的要求。党员都是各行各业的先进分子,既具有代表性,又有德性上的进步性,所以党可以引导人民。民主制是解决共同体在一起生活所产生的问题的决策机制,应该是建立相互理解、凝聚共识、增进共同体意识和维护社会团结的机制。党导民主制承认现代社会的多元性,但它并不是去强化这种多元性,而是使多元性利益融合为国家的整体利益。所以党导民主是融合式民主。党导民主制是一种由轴心与外围构成的民主体制,也是一种层级式的民主体制,是金字塔式民主。党导民主制可能是公利政治、德性政治,具有合法性。党导民主制要求一个代表公共利益的强有力领导党遏制资本权力的任意扩张,保障弱势群体的权利,通过政党集权和政府分权,平衡社会各阶层的利益,增强社会凝聚力,既保护消极自由权利也保护积极自由权利,从而实现共同自由价值。在现实政治运行中,党导民主制有沦为党主制甚至专制的危险。为了避免这样的后果,党导民主制必须立宪和践行法治。
[Abstract]:Party-led democracy is based on the leadership of a political party of virtue, which represents the common will, and is a kind of modern democratic politics of virtue. Integration and pyramid democracy. The Party's democratic leadership requires both the ability and the moral character of the leading party.Party members are advanced elements in various trades and professions, both representative and morally progressive. Therefore, the Party can guide the people. Democracy is the decision-making mechanism for solving the problems arising from living together in the community. It should build mutual understanding and gather consensus. A mechanism for promoting community awareness and maintaining social solidarity. The party's democratic system recognizes the pluralism of modern society, but it is not intended to strengthen it. Instead, the interests of pluralism are merged into the overall interests of the country. So the democracy led by the party is a kind of integrated democracy. The democracy guided by the party is a democratic system composed of axis and periphery, and it is also a kind of hierarchical democracy. It is pyramid democracy. The party leading democracy may be public interest politics, virtue politics, and legitimacy. The party leading democracy requires a strong leader representing the public interest to contain the arbitrary expansion of capital power and to protect the rights of vulnerable groups. Through the centralization of political parties and decentralization of government, balancing the interests of all social strata, strengthening social cohesion, protecting both the negative and active rights of freedom, thus realizing the common value of freedom. In order to avoid this kind of consequence, it is necessary to establish the constitution and practice the rule of law.
