【摘要】： 立法与民主制度相结合能更好地保障立法理想的实现,本文正是出于此目的而意欲构建我国人大立法的民主机制。本文主要通过发现我国目前相关立法民主制度存在的问题,在介绍国外将立法与民制度相结合的实践经验的基础上,针对具体问题,借鉴国外经验,构建适合我国国情的人大立法民主机制,以确保立法的公平正义理想的实现。本文在构建人大立法民主机制时对于公众立法参与制度进行重点研究,因为公众立法参与制度是立法民主的最好体现。
[Abstract]:The combination of legislation and democratic system can better guarantee the realization of legislative ideal. For this purpose, this paper intends to construct the democratic mechanism of the legislation of the people's Congress of our country. On the basis of introducing the practical experience of combining the legislation with the people's system in foreign countries, aiming at the specific problems and drawing lessons from the foreign experience, the legislative democratic mechanism of the people's Congress which is suitable for the national conditions of our country is constructed. In order to ensure the realization of the ideal of fairness and justice in legislation, this paper focuses on the public legislative participation system, which is the best embodiment of legislative democracy.
