利益变化中的基层参与式民主:形态变迁、影响机制与发展路径

【摘要】：基层参与式民主的发展是利益关系变化、协调与重构的过程。在当代中国,基层参与式民主先后历经动员式参与、以追求个人利益为中心的主动式参与、渐趋理性化参与等三种不同发展形态。利益变化是基层参与式民主的发生基础与发展动力,其通过影响基层民众参与心理、基层民众参与模式、基层参与制度、基层管理组织、基层参与文化等机制作用于当代中国基层参与式民主发展。发展当代中国基层参与式民主,须顺应利益变化促成基层参与式民主发生、协调利益关系促进基层参与式民主发展、完善有利于民众利益实现的基层参与式民主制度、丰富有利于民众利益维护的基层参与式民主形式、规范基层民众逐利而为的参与行为、构建参与型基层政治文化。
[Abstract]:The development of grass-roots participatory democracy is the process of interest relationship change, coordination and reconstruction.In contemporary China, grass-roots participatory democracy has experienced three different development patterns: mobilization participation, active participation centered on pursuing individual interests, and gradually rational participation.The change of interests is the basis for the emergence and development of participatory democracy at the grass-roots level. It affects the psychology of participation of the grass-roots people, the mode of grass-roots participation, the system of grass-roots participation, and the grass-roots management organizations.Grassroots participation culture and other mechanisms in contemporary China's grass-roots participatory democratic development.To develop participatory democracy at the grass-roots level in contemporary China, we must conform to the changes in interests and promote the emergence of participatory democracy at the grass-roots level, coordinate interest relations and promote the development of participatory democracy at the grass-roots level, and perfect the participatory democracy system at the grass-roots level, which is conducive to the realization of the interests of the people.It is necessary to enrich the participatory democratic form which is beneficial to the maintenance of the interests of the people, to standardize the participatory behavior of the grassroots people in pursuit of their interests, and to construct a participatory grass-roots political culture.
