【摘要】：中共十八大报告明确指出,“要把制度建设摆在突出位置”,要“加快推进社会主义民主政治制度化、规范化、程序化,从各层次各领域扩大公民有序政治参与,实现国家各项工作法治化。"制度作为一种规则体系,是人类创造并经长期演化而形成的一种文化积淀。好的制度不仅在维护社会稳定方面具有重要基础性作用,也是帮助人们获得幸福生活的重要手段。不断提高制度化水平,既是加快推进社会主义民主政治制度化的需要,也是促进生产力发展,提高人们生活水平,实现社会可持续发展的必然选择。本文以马克思主义民主政治理论为指导,立足中国国情、世情及其发展趋向要求,从中国公民政治参与的实际状况出发,运用政治学、经济学、社会学等多学科理论工具,采用文献研究、比较分析等多种研究方法,对当前公民政治参与制度的现状、问题进行了较为深入全面的探讨,并在此基础上探讨了推进公民政治参与制度化的方法途径。论文共分为六个部分,第一部分和第六部分为引言和结论,正文从第二部分开始,以发现问题——分析问题——提出问题——解决问题为行文主线,逐步就推进公民政治参与制度化展开论述。第二部分,主要论述公民政治参与制度化是社会主义民主政治的本质要求。首先,阐明公民政治参与制度化的相关概念与特征,然后从多层面多角度阐述推进公民政治参与制度化的重要价值。第三部分,重点分析改革开放以来中国公民政治参与制度建设状况。这是从中国公民政治参与制度的发展沿革入手,分析了改革开放以来中国公民政治参与的选举、协商、决策、监督等制度的发展状况与重要特征。第四部分,主要剖析制约中国公民政治参与制度化的各种因素。这里从经济、政治、文化三个方面剖析了制约中国公民政治参与制度化的原因。市场经济发展水平不高、民主政治制度建设缓慢、传统文化消极因素等制约着中国公民政治参与制度化发展的速度与质量。第五部分,主要探讨了推进公民政治参与制度化的基本路径。主要从完善社会主义市场经济,健全社会主义民主政治,发展社会主义政治文化等方面度提出了推进公民政治参与制度化的基本思路与对策。
[Abstract]:The report of the 18th CPC National Congress clearly pointed out that "the construction of the system should be placed in a prominent position," and that it should "speed up the institutionalization, standardization and procedure of socialist democratic politics, and expand citizens' orderly political participation from all levels and fields."To achieve the rule of law in all aspects of the work of the state. "As a rule system, institution is a kind of cultural accumulation created by human beings and formed by long-term evolution.Good system not only plays a fundamental role in maintaining social stability, but also helps people to get a happy life.It is not only the need to speed up the institutionalization of socialist democratic politics, but also the inevitable choice to promote the development of productive forces, improve people's living standards and realize the sustainable development of society.Under the guidance of Marxist theory of democratic politics, based on China's national conditions, the world situation and its development trend, this paper, based on the actual situation of Chinese citizens' political participation, applies the tools of multi-disciplinary theories such as politics, economics, sociology, and so on.By means of literature research, comparative analysis and other research methods, this paper makes a thorough and comprehensive discussion on the current situation and problems of the system of citizen's political participation, and on this basis probes into the ways to promote the institutionalization of citizen's political participation.The thesis is divided into six parts, the first part and the sixth part are the introduction and conclusion, the text starts from the second part, the main line is to find the problem, analyze the problem, raise the problem and solve the problem.Gradually to promote the institutionalization of citizens' political participation.The second part mainly discusses that the institutionalization of citizen's political participation is the essential requirement of socialist democratic politics.Firstly, it clarifies the relevant concepts and characteristics of the institutionalization of citizen's political participation, and then expounds the important value of promoting the institutionalization of citizen's political participation from many aspects and angles.The third part focuses on the construction of Chinese citizens' political participation system since the reform and opening up.This paper begins with the development and evolution of Chinese citizen's political participation system, and analyzes the development and important characteristics of Chinese citizen's political participation system, such as election, consultation, decision making, supervision and so on since the reform and opening up.The fourth part mainly analyzes the factors that restrict the institutionalization of Chinese citizen's political participation.This paper analyzes the reasons of restricting Chinese citizen's political participation from three aspects of economy, politics and culture.The development of market economy is not high, the construction of democratic political system is slow, and the negative factors of traditional culture restrict the speed and quality of Chinese citizens' political participation.The fifth part mainly discusses the basic path of promoting the institutionalization of citizen's political participation.From the aspects of perfecting socialist market economy, perfecting socialist democratic politics and developing socialist political culture, this paper puts forward some basic ideas and countermeasures to promote the institutionalization of citizen's political participation.
