论协商民主的文化基础

【摘要】：每一颗民主理论的种子都需要找到适合的文化土壤,协商民主理论经过近30年的发展,已经不再局限于欧洲和北美发达地区。从亚洲来看,东南亚民主矛盾的解决、日本选举制度的改革和中国政治协商制度的发展等都充分利用了协商民主理论。我们在关注协商民主理论本身的时候,也开始不断思考适合协商民主理论实践的政治、经济、文化和社会条件。本文分四章来论述协商民主的文化基础,第一章是绪论,主要是问题的提出,目前国内外对此问题的研究现状、本文的架构和研究方法。第二章是提出文化多元的观点,进而讨论多元文化带来的冲突——主要包括了民主的持续性困境、边界问题、强势话语和协商不平等几个方面。第三章是总结和分析如何应对冲突,并提出构建文化基础是应对多元文化冲突的必要步骤。第四章是对协商民主的文化基础进行具体构建。本文将从国家、社会、团体和公民四个层面着手构建,通过宪政文化理想引导国家发展,充分发挥国家职能以实现建设包容型国家的理想;通过建设公共领域和推动开放的公共论坛为建设超越民族结构的社会打下基础;通过丰富的社团生活和活跃的媒介作用使公民社会的细胞充满活力;通过对公民政治能力的培养形成共同的协商理念,这四个层面共同构成了协商民主的文化基础。
[Abstract]:Every seed of democratic theory needs to find a suitable cultural soil. After nearly 30 years of development, the theory of deliberative democracy is no longer confined to the developed regions of Europe and North America. From the point of view of Asia, the settlement of democratic contradictions in Southeast Asia, the reform of Japanese electoral system and the development of Chinese political consultation system have made full use of the theory of deliberative democracy. When we focus on the theory of deliberative democracy itself, we also begin to think about the political, economic, cultural and social conditions suitable for the practice of the theory of deliberative democracy. This paper is divided into four chapters to discuss the cultural basis of deliberative democracy. The first chapter is the introduction, mainly the question raised, the current situation of domestic and foreign research on this issue, the structure and research methods of this paper. The second chapter puts forward the viewpoint of cultural pluralism, and then discusses the conflicts brought about by multiculturalism-mainly including the persistent dilemma of democracy, the boundary problem, the strong discourse and the inequality of negotiation. The third chapter summarizes and analyzes how to deal with the conflict, and points out that constructing the cultural foundation is the necessary step to deal with the multicultural conflict. The fourth chapter is the concrete construction of the cultural foundation of deliberative democracy. This article will start from the country, the society, the group and the citizen four levels to construct, through the constitutional government culture ideal guides the national development, fully displays the national function to realize the construction inclusive country ideal; Through the construction of the public sphere and the promotion of an open public forum to lay the foundation for the construction of a society that transcends the national structure, the cells of civil society are energized through the rich community life and the active role of the media; Through the cultivation of citizens' political ability to form a common concept of consultation, these four levels together constitute the cultural basis of consultative democracy.
