民主党派民主监督的问题与对策研究

【摘要】：民主监督是民主党派的主要职能之一,是我国共产党领导的多党合作和政治协商制度的重要成部分,在国家政治生活中发挥着不可替代的作用。在新时期,进一步加强民主党派的民主监督工作,对于推进社会主义政治文明进程具有极其重要的意义。本课题深入研究我国民主党派民主监督存在的问题及对策研究,学习借鉴国内最新理论研究成果,对于更好地开发我国政治资源,开展民主监督予以启发和思考。分析加强民主党派民主监督的重要性,对我国政治文明不断进步的意义和作用,结合我国民主党派民主监督的历史经验和发展现状,把握面临的新机遇、新挑战,提出今后加强民主党派民主监督的对策和建议。本文采取理论和实践论证的研究方法。通过深入全省各民主党派考察,调研我省民主党派民主监督情况及部分省市的民主监督情况及成果资料。改革开放以来,民主党派民主监督取得了一定的成果,但也面临问题和困难。随着我国经济社会的发展,贫富分化也越来越明显,社会矛盾逐步凸显,这也是民主监督为我国经济社会发展贡献力量的重要时期,有必要对民主党派民主监督的历史经验和发展现状进行梳理,对民主监督今后如何发展提出建设性的意见和建议。本文主题共分为五个部分。第一部分,导论,介绍选题的目的与意义,目前学者关于民主党派民主监督的研究现状,研究思路和研究方法,论文内容框架和论文特点。第二部分,民主党派民主监督的基本理论,对于民主党派、民主党派监督的内涵、意义和特点进行充分的阐述。第三部分,民主党派民主监督的历史经验和面临的新问题新挑战,阐述了民主党派在新民主主义革命时期、建国初期到改革开放初期及改革开放之后的民主监督发展情况,然后概括了民主党派民主监督在新时期面临的新任务和新问题。第四部分,我国民主党派民主监督存在问题及原因探讨,从四个方面讨论了现阶段民主党派民主监督存在的问题,并对问题产生的原因进行了深入的分析与探讨。第五部分,加强我国民主党派民主监督的几点思考,从合理定位、完善机制、发挥合力及监督自身等方面对如何加强民主党派民主监督提出了对策及探讨。本文的创新之处在于：对民主党派民主监督存在的问题及原因探讨,既有历史原因,也有思想上的误区,还有现行民主监督机制的问题,各种原因错综复杂,只有分析清楚原因,才能对症下药,制定相应对策,切实加强我国民主党派民主监督。在我国的共产党领导的多党合作和政治协商这种没有可借鉴范例的制度中探讨民主监督机制的可操作性。
[Abstract]:Democratic supervision is one of the main functions of democratic parties . It is an important part of the multi - party cooperation and political consultation system under the leadership of the Communist Party of China . It plays an irreplaceable role in the political life of the country . During the new period , the democratic supervision of democratic parties is further strengthened , and it is of great significance to advance the process of socialist political civilization .

This paper studies the existing problems and countermeasures of democratic party democratic supervision in our country . Learning from the latest theoretical research results of our country can inspire and reflect on the better development of our country ' s political resources and the democratic supervision . The significance and the function of strengthening democratic supervision of democratic parties are analyzed . The new opportunities and new challenges are grasped in the light of the historical experience and the development status of democratic party democratic supervision in our country , and the countermeasures and suggestions for strengthening democratic supervision of democratic parties are proposed in the future .

This paper studies the democratic supervision of the democratic parties in our province and the results of some provinces and cities by investigating the democratic parties in the province . The democratic supervision of the democratic parties has made some achievements since the reform and opening up , but also faces the problems and difficulties . With the development of the economic and social development of our country , the rich and poor are becoming more and more obvious , the social contradictions gradually become prominent , and it is necessary to comb the historical experience and the development status quo of the democratic party democratic supervision and put forward constructive suggestions and suggestions for the future development of democratic parties .

This thesis is divided into five parts . The first part , the introduction , the purpose and the significance of the selection of the democratic parties , the present situation of the democratic supervision of the democratic parties , the connotation , significance and characteristics of the democratic party democratic supervision are discussed .

The innovation of this paper is to discuss the problems and reasons of the democratic supervision of democratic parties . It has both historical reasons and ideological mistakes , and the problems of the existing democratic supervision mechanism . The reasons are complicated . Only by analyzing the reason , can we strengthen the democratic supervision of democratic parties in our country . In our country ' s Communist Party - led multi - party cooperation and political consultation , we can discuss the maneuverability of democratic supervision mechanism .
