农村基层党组织在协商民主中角色定位研究

【摘要】：近年来,在党和政府的大力支持下,协商民主在理论上和实践中都得到了迅速地发展。尤其是党的十八大以来,在中央政策的推动之下,各省市地方积极响应,不断推进协商民主的发展。在此背景之下,作为协商民主的重要组成部分,基层协商民主也呈现出快速发展的态势,各种新的协商民主模式在基层民主政治发展中不断涌现,而农村基层党组织作为农村基层工作的领导核心和战斗堡垒,在推进基层协商民主发展的过程中自然起着领导核心、组织基础和重要纽带的功能作用,扮演着者领导者、组织者、监督者和服务者的角色。如何发挥好党组织在基层协商民主中的功能角色,对未来农村基层协商民主的发展,乃至基层民主政治建设都有重要而深刻的影响。论文写作过程中在坚持马克思主义基本理论和研究方法的基础上,借鉴了社会学以及政党学等多个学科的理论知识,将论文分理论解读、角色归纳、问题与原因分析、对策探讨以及结语五个大部分。第一部分是基本理论部分。从对基层党组织、协商民主等相关核心概念的界定入手,在此基础上阐释了农村基层党组织在协商民主中角色定位的三个理论基础,最后从三个方面分析了农村基层党组织与基层协商民主之间的关系。第二部分对农村基层党组织在基层协商民主中角色定位进行了分析,明确了农村基层党组织在基层协商民主中的领导者、组织者、监督者以及服务者的角色定位。第三部分是问题和原因部分。在这一部分中,首先探讨了农村基层党组织在农村基层协商民主实践过程中存在的问题,即过分干预、消极对待以及不当干预。随后,根据这些存在的问题,从四个方面探寻了导致一些问题的原因,分别是农村基层党组织协商观念落后,协商能力较弱,领导班子不合理以及协商制度不健全。第四部分针对部分农村基层党组织在基层协商民主中存在的问题提出了一些可操作性的对策。对于当前基层党组织在协商民主中存在的问题,首先需要从转变协商观念入手,扭转基层党组织的协商观念;其次,要提高基层党组织在协商中的协商能力;同时,要加强基层党组织领导班子在考核、任用、自身建设等方面的建设;最后,要加强农村基层协商民主的制度建设,主要是问责制和党内民主制度建设,以此来规范和约束基层党组织在农村基层协商中的作用发挥。第五部分是结语,对本篇文章进行了概括性总结。
[Abstract]:In recent years, with the support of the Party and the government, deliberative democracy has developed rapidly in theory and practice. Especially since the 18th Party Congress, with the promotion of central policies, provinces, cities and localities have responded positively and continuously promoted the development of deliberative democracy. In this context, as an important component of consultative democracy, grass-roots consultative democracy is also showing a rapid development trend, and various new models of consultative democracy are emerging in the development of grass-roots democratic politics. As the leading core and fighting fortress of rural grass-roots work, rural grass-roots party organizations naturally play the role of leading core, organizational foundation and important ties in the process of promoting the development of grass-roots consultative democracy. The role of organizer, supervisor and server. How to give full play to the function of the Party organization in the grass-roots consultative democracy has an important and profound influence on the development of the rural grass-roots consultative democracy in the future and even on the construction of the grass-roots democratic politics. In the process of writing the thesis, on the basis of adhering to the basic theory and research methods of Marxism, drawing lessons from the theoretical knowledge of sociology and political party science, the thesis is divided into theoretical interpretation, role induction, problem and cause analysis. The second part analyzes the role of rural grass-roots party organizations in grass-roots consultative democracy, and clarifies the role of leaders, organizers, supervisors and service providers. In this part, we first discuss the problems existing in the practice of rural grass-roots party organization in the process of rural grass-roots consultation democracy, that is, excessive intervention, negative treatment and improper intervention. Then, according to these existing problems, this paper explores the causes of some problems from four aspects, namely, the backward concept of consultation in rural grass-roots Party organizations, weak consultation ability, unreasonable leadership and imperfect consultation system. In the fourth part, some operable countermeasures are put forward in view of the problems existing in the grass-roots party organizations in the grass-roots consultative democracy. With regard to the problems existing in the consultative democracy of grass-roots party organizations, we must, first of all, change the concept of consultation in order to change the concept of consultation at the grass-roots level; secondly, we should improve the consultative ability of grass-roots party organizations in consultation; at the same time, It is necessary to strengthen the construction of the leading bodies of grass-roots party organizations in the aspects of assessment, appointment, self-building, and so on. Finally, we must strengthen the construction of a democratic system of consultation at the grass-roots level in rural areas, mainly in terms of accountability system and democratic system within the party.
