民主视角下我国网络政治参与研究

【摘要】： 20世纪90年代以来,随着计算机科学技术的发展和应用,人类步入了网络时代,网络政治学作为一门新兴的学科逐渐发展起来,网络政治参与也成为网络政治学研究的重要内容之一。在我国,随着互联网的蓬勃发展和网络信息化速度的加快,互联网已成为我国公民民意表达和利益沟通的重要场域,网络对现实政治的渗透和影响也越来越深刻。作为一种新型的政治参与形式,网络政治参与愈来愈成为政治学界关注的热门课题,其发展的好坏也将不可避免地对现代民主体制带来影响。因此,对网络政治参与的研究不仅具有理论价值,更具有实践意义。本文在借鉴学术界前期研究成果的基础上,选取政治民主化的研究视角,从网络政治参与与推进政治民主、促进政治发展的相关性出发,就如何认识我国网络政治参与的主体、形式和动因、怎样把握我国网络政治参与在推进民主进程中存在的问题和阻力,以及最终应选择何种路径来推进我国网络政治参与的民主化等问题,进行了较为深入的探讨。全文除导论和结语外,由以下四个部分组成：第一章：对政治参与的基本理论进行追溯,从理论渊源上寻找政治参与和民主的相互关系,结合网络政治参与兴起的背景,对网络政治参与的概念、内涵、特点进行一般性分析,重点对网络政治参与的民主价值进行深入挖掘,既强调网络政治参与的正向民主价值,又对其负向民主价值进行了反思。第二章：从我国网络政治参与的实际状况和具体事例出发,对我国网络政治参与的主体、形式和动因进行细致考察,包括网络政治参与主体的分类、特点,网络政治参与各种形式的优势和劣势,并尝试着对我国公民进行网络政治参与的动机做了分析总结,认为利益追逐、价值实现、情绪宣泄和政治无意识是三大基本成因。第三章：深入到我国网络政治参与对民主政治发展的消极影响内核,从我国网络政治参与的主体、客体、形式和外部环境出发,探讨了网络政治参与的民主困境,不仅从网络政治参与本身的缺陷入手,同时还从参与之外的制度供给和文化传统维度思考,从而为进一步加强和完善我国的网络政治参与,推进政治民主化进程提供一孔之见。第四章：在分析我国网络政治参与负向民主价值的基础上,提出推进网络政治参与民主化的三大基本路径,即推进网络政治参与主体的成熟理性,提高网络政治参与客体的公共理性,优化网络政治参与的社会环境。
[Abstract]:Since 1990s , with the development and application of computer science and technology , mankind has entered the network era , network politics has become one of the important contents of network politics research .

On the basis of the previous research results of academic circles , this paper discusses how to understand the main body , form and motivation of the political participation of our network from the perspective of political participation and promotion of political democracy and promote political development .

In the first chapter , the basic theory of political participation is traced back , the relationship between political participation and democracy is sought from the theoretical origin , and the concept , connotation and characteristics of network political participation are analyzed in a general analysis based on the background of the rise of network political participation .

Chapter 2 : From the actual situation and concrete examples of the network political participation in our country , the main body , the form and the motivation of the network political participation in our country are examined carefully , including the classification , characteristics and political participation of the network politics in various forms of advantages and disadvantages .

Chapter Three : From the main subject , object , form and external environment of network political participation , this paper probes into the democratic predicament of network political participation , which not only starts with the defects of network political participation itself , but also considers the system supply and cultural tradition dimension besides participation , so as to further strengthen and perfect our country ' s network political participation and advance the process of political democratization .

Chapter Four : On the basis of analyzing the negative and democratic values of network politics participation in our country , this paper puts forward three basic ways to promote the democratization of network politics participation , namely , to promote the mature rationality of network politics participation subject , improve the public reason of network politics participation object , and optimize the social environment of network political participation .
