【摘要】：民主集中制是我党的根本组织制度和领导制度,同时又是科学合理的决策原则。在中国革命和建设的进程中,以毛泽东为代表的中国共产党领导人,成功的把马克思主义的民主集中制原则,运用在我党的建设实践中,形成了丰富的以民主集中制为核心的建党思想;并贯彻在革命政权和国家政治制度的建设上,形成了独具特色的决策理论。毛泽东民主集中制决策思想作为当代决策科学的理论精华,对于实现政府决策的科学化、民主化具有重要的指导意义。论文以辩证唯物主义和历史唯物主义为指导,通过揭示毛泽东决策思想的理论构建、核心理念、决策的基本模式,并以《国家中长期教育改革和发展规划纲要》制定为例,分析了民主集中制决策模式的成功应用,比较全面地揭示了毛泽东民主集中制决策思想的理论价值和实践价值。论文第一章简要阐释论文的选题背景和意义,并就国内外专家学者对毛泽东民主集中制决策模式的相关研究成果进行介绍和述评,在此基础上阐明研究的思路和方法、主要内容和创新点。论文第二章主要阐述毛泽东民主集中制决策的内涵、特征及其基本方法。论文第三章主要阐述了毛泽东民主集中制的核心理念。我们认为,民主集中是毛泽东民主集中制决策的基本方法,人民的利益是毛泽东民主集中制决策的出发点,实事求是是毛泽东民主集中制决策的思想路线,统筹兼顾,适当安排是毛泽东民主集中制决策的指导方针。论文第四章从集体领导和个人分工负责的制度、实行党的代表大会制度、领导与群众相结合的制度三个方面阐述了毛泽东民主集中制决策的基本模式。论文第五章结合《国家中长期教育改革和发展规划纲要》制定的案例,阐述毛泽东民主集中制决的成功应用。
[Abstract]:Democratic centralism is our party's fundamental organizational system and leadership system, and it is also a scientific and rational decision-making principle. In the process of Chinese revolution and construction, the leader of the Communist Party of China, represented by Mao Zedong, successfully applied the Marxist principle of democratic centralism to the practice of our Party building. It has formed abundant party building thought with democratic centralism as the core, and carried out in the construction of revolutionary regime and national political system, formed the unique decision-making theory. As the theoretical essence of contemporary decision-making science, Mao Zedong's democratic centralism decision-making thought has important guiding significance for realizing the scientific and democratic government decision-making. Under the guidance of dialectical materialism and historical materialism, this paper reveals the theoretical construction, core idea and basic mode of decision-making of Mao Zedong, and takes the formulation of the outline of National Medium-and Long-Term Education Reform and Development Planning as an example. This paper analyzes the successful application of the decision-making mode of democratic centralism, and reveals the theoretical and practical value of Mao Zedong's democratic centralism decision making thought. The first chapter briefly explains the background and significance of the thesis, and introduces and comments on the research results of domestic and foreign experts and scholars on the decision-making model of Mao Zedong democratic centralism. On this basis, it clarifies the ideas and methods of the research. Main content and innovation point. The second chapter mainly expounds the connotation, characteristics and basic methods of Mao Zedong democratic centralism decision-making. The third chapter mainly expounds the core idea of Mao Zedong democratic centralism. We believe that democratic centralization is the basic method of Mao Zedong democratic centralism decision-making, that the interests of the people are the starting point of Mao Zedong democratic centralism decision-making, seeking truth from facts, and that the ideological line of Mao Zedong democratic centralism decision-making should be taken into account as a whole. Proper arrangement is the guideline of Mao Zedong democratic centralism decision-making. The fourth chapter expounds the basic mode of Mao Zedong democratic centralism decision-making from three aspects: collective leadership and individual division of labor and responsibility, the implementation of the Party's Congress system and the system of combining leadership with the masses. In the fifth chapter, the successful application of Mao Zedong democratic centralism is expounded with the case of the outline of National medium and long term Education Reform and Development Planning.
