在民主与稳定之间:地方政府官员的决策性协商观——基于814名政府官员的问卷分析

【摘要】：基于对全国12个省的问卷调查,采用多元线性回归分析814名地方政府官员的协商民主意识及其行政协商的影响因素。研究结果表明,现阶段地方政府官员具有明显的决策性协商观,他们偏好在基层和决策环节以及民生领域而非政治性活动领域展开协商,凸显"以协商促稳定"的认知。总体来看,地方政府官员对协商民主"维稳"的工具性价值偏好明显,对其民主价值则认识不足。基于这样一种研究,要推动行政协商的有效与可持续发展,需在"工具属性"巩固协商民主实践的基础上,增强政府官员对曲商民主"价值属性"的理解,以拓宽行政协商的渠道,更加凸显行政协商的民主价值属性。
[Abstract]:Based on the questionnaire survey of 12 provinces in China, the democratic consciousness of consultation and the influencing factors of administrative consultation among 814 local government officials were analyzed by multiple linear regression analysis. The results show that at present, local government officials have a clear view of decision-making consultation, and they prefer to negotiate at the grass-roots level, in decision-making and in the field of people's livelihood rather than in the field of political activities, so as to highlight the cognition of "promoting stability through consultation". In general, local government officials have obvious preference for the instrumental value of deliberative democracy, but lack understanding of its democratic value. Based on such a study, in order to promote the effective and sustainable development of administrative consultation, it is necessary to strengthen the understanding of government officials on the "value attribute" of qu Shang democracy on the basis of consolidating the practice of consultative democracy on the basis of "instrumental attributes". In order to broaden the channels of administrative consultation and highlight the democratic value attribute of administrative consultation.
