《政治生活》法治主题教学模块的建构与实施研究

【摘要】:自十八届四中全会提出“把法治教育纳入国民教育体系,这就要从青少年抓起,在中小学设立法治知识课程”之后,各地的学校都在积极贯彻落实。随之,教育部颁布了《青少年法治教育大纲》,进一步引起了学校对法治教育的重视。目前,高中生的法治意识有所觉醒,但依旧存在法律至上意识欠缺、平等意识薄弱、权利意识存在偏差、义务意识淡薄、程序意识欠佳等问题。思想政治课的性质决定了其必须承担起法治教育的重任。在过去实验版教材的教学中,教师主要采用了渗透教学法进行法治教育,但这种教学方法下的法治教育具有一定的分散性、附带性,加之教师的法治素养不同,法治教育效果欠佳,无法很好地贯彻落实新时期法治教育的方针、政策。因此,政治教师有必要进行法治教育新途径的探索,进行《政治生活》法治主题教学模块建构的尝试。法治主题教学模块的建构使法治教育更加具有系统性、针对性、高效性,能够很好地弥补渗透教学法的缺陷,具有较好的可行性。教师可以《政治生活》教材为依托,以《青少年法治教育大纲》等国家相关政策为支撑,以课堂教学为平台,进行法治主题教学模块的建构。《政治生活》共包含四个单元,依据课程标准中对《政治生活》法治的相关规定、《政治生活》中的法治资源、学生的实际法治需求以及社会的法治热点,结合实际的教学需要,可建构四个法治主题的教学模块:公民的有序参与、国家机关的依法工作、共产党的依法执政、社会的法治热点。每个法治主题教学模块都包含许多丰富的法治教育内容以及相应的法治教育目标,并为教师提供各法治知识点对应的法律参考文件。为了更好地提高《政治生活》法治主题教学模块的法治教育效果,本文还进一步探讨了实施的策略。在实施的过程中,教师应坚持相应的教学原则,灵活运用主题教育、案例教学、角色模拟、法治实践活动、网络法治平台等方法。除此之外,教师还应避免实施过程的形式化与教条化,不断提高自身的法治素养,做好法治表率,从而更好地培养学生的法治意识,使其成为社会主义法治的忠实崇尚者、自觉遵守者和坚定捍卫者。
[Abstract]:Since the fourth Plenary session of the 18th CPC Central Committee put forward "bringing the education of the rule of law into the national education system, this should start with the young people and set up a curriculum on the knowledge of the rule of law in primary and secondary schools". Subsequently, the Ministry of Education promulgated the outline of Juvenile Rule of Law Education, which further aroused the attention of schools to the rule of law education. At present, high school students' awareness of the rule of law is awakened, but there are still some problems, such as lack of law supremacy, weak sense of equality, deviation of consciousness of right, weak consciousness of obligation, poor consciousness of procedure, etc. The nature of ideological and political course determines that it must undertake the important task of education of rule of law. In the teaching of experimental textbooks in the past, teachers mainly adopted the permeable teaching method to educate the rule of law. However, the rule of law education under this teaching method has a certain degree of dispersion and collateral, in addition, the teachers' literacy of rule of law is different. The effect of rule of law education is not good enough to carry out the principle and policy of rule of law education in the new period. Therefore, it is necessary for political teachers to explore new ways of education on the rule of law and try to construct the subject teaching module of "political life". The construction of subject teaching module of rule of law makes the education of rule of law more systematic, targeted and efficient, which can make up for the defect of permeating teaching method and has good feasibility. Teachers can construct the subject teaching module of rule of law based on the textbook of "political life", supported by the relevant national policies, such as the outline of Youth Rule of Law Education, and on the platform of classroom teaching. "political Life" consists of four units. According to the relevant regulations of "political life" rule of law in the curriculum standard, the rule of law resources in "political life", the students' actual demand for the rule of law and the social hot spots of the rule of law, combined with the actual teaching needs, We can construct four teaching modules on the subject of rule of law: citizen's orderly participation, the work of state organs according to law, the ruling by law of the Communist Party, and the hot spot of the rule of law in society. Each subject teaching module of rule of law contains a lot of rich contents of rule of law education and the corresponding goal of rule of law education, and provides teachers with legal reference documents corresponding to each knowledge point of rule of law. In order to improve the effect of rule of law education in the subject teaching module of "political Life", this paper further discusses the implementation strategy. In the process of implementation, teachers should adhere to the corresponding teaching principles, and use flexible methods such as thematic education, case teaching, role simulation, practice of rule by law, network rule of law platform and so on. In addition, teachers should avoid the formalization and dogmatism of the implementation process, constantly improve their own legal literacy, make a good example of the rule of law, so as to better cultivate students' awareness of the rule of law, and make them become faithful advocates of the socialist rule of law.
