论改革开放以来中国共产党的民主集中制建设

【摘要】：民主集中制是党的根本组织原则和组织制度,中国共产党在长期的革命与实践中,不断总结经验,为丰富和发展民主集中制的组织原则,在理论和实践上做出了巨大的贡献。本文坚持以辩证唯物主义和历史唯物主义为指导,从理论和实践相统一的角度出发,运用历史与逻辑相统一的方法,对中国共产党实行民主集中制的理论基础、历史过程以及运用和完善民主集中制基本经验进行分析,从理论层面、制度层面和执行层面三个方面对改革开放以来党在民主集中制建设方面存在的问题进行理性思考,认为理论研究不足、制度的不健全和贯彻执行不力对当前正确理解和坚持民主集中制原则造成了一些的思想障碍和威胁。本文解放思想、实事求是、与时俱进地针对这些问题的原因,深入调查研究,并综合考虑各方面的因素,提出以制度建设为核心,深入理论研究,强化具体制度建设,深入开展民主集中制教育等有效解决对策。基于内容的结构,本文认为改革开放以来党的民主集中制建设具有鲜明的时代性、独特的整体性、明确的战略性、突出的务实性和深刻的辩证性。这三个层次相互依存、有机统一,共同构成了本文的全部内容。在新的历史时期,进一步加强党的民主集中制建设,是社会主义现代化建设的必然要求,是建立充满活力的党的重要条件,对于保持党的先进性、提高党的执政能力,全面建设小康社会和构建社会主义和谐社会,以党内和谐促进社会和谐都起着重要的作用。
[Abstract]:Democratic centralism is the fundamental organizational principle and organizational system of the Party. During the long period of revolution and practice, the Communist Party of China has continuously summed up its experience and made great contributions in theory and practice for enriching and developing the organizational principle of democratic centralism. Under the guidance of dialectical materialism and historical materialism, and from the point of view of the unity of theory and practice, this paper applies the method of unifying history and logic to implement the theoretical basis of democratic centralism for the Communist Party of China. The historical process and the basic experience of using and perfecting democratic centralism are analyzed, and the problems existing in the construction of democratic centralism since the reform and opening up are considered rationally from three aspects: theoretical level, institutional level and executive level. It is believed that the lack of theoretical research, the imperfect system and the weak implementation of the system have caused some ideological obstacles and threats to the correct understanding and adherence to the principle of democratic centralism at present. In this paper, we should emancipate our minds, seek truth from facts, advance with the times, investigate and study the causes of these problems, and comprehensively consider the various factors, and put forward that we should take the system construction as the core, deepen the theoretical research, and strengthen the concrete system construction. To carry out democratic centralism education and other effective solutions. Based on the content structure, this paper holds that the construction of the democratic centralism of the Party since the reform and opening up has a distinct epoch, unique integrity, clear strategy, outstanding pragmatism and profound dialectics. These three levels of interdependence, organic unity, together constitute the whole content of this paper. In the new historical period, further strengthening the construction of the democratic centralism of the Party is an inevitable requirement of the socialist modernization drive and an important condition for the establishment of a vibrant party. Building a well-off society in an all-round way and building a harmonious socialist society play an important role in promoting social harmony with inner-party harmony.
