武汉部属高校民主党派成员参政意愿及其影响因素研究

【摘要】： 中国共产党第十七次全国代表大会胜利召开,胡锦涛总书记在报告中强调要努力加强党的建设,加强同民主党派的合作共事,不断促进政党关系的和谐。而加强民主党派参政能力建设是新的历史条件下民主党派加强自身建设必须认真研究和解决的重大课题,对于坚持和完善中国共产党领导的多党合作和政治协商制度和维护和谐的政党关系,坚定不移走中国特色社会主义政治发展道路具有重大意义。高校是民主党派成员相对集中的地方,笔者结合自己长期在高校统战部门工作的实际,以期通过了解高校民主党派成员参政的意愿,来进一步了解高校民主党派成员参政方面存在的问题,提出相应的对策,以更好地提升民主党派成员的参政能力。本文正是基于这样的考虑而写成的。本文以社会化理论及马斯洛需求层次理论等社会学理论为支撑点,运用问卷调查及个案访谈的实证研究方法,以武汉五所高校为调查点,对现阶段武汉高校民主党派成员参政意愿进行了描述分析,并就影响武汉高校民主党派成员参政意愿的个体因素、工作因素及社会因素等进行了探讨。研究表明： (一)武汉高校民主党派成员参政的意愿和效果存在一定的不对称,参政意愿并没有得到满足。通过对武汉高校民主党派成员参政意愿的分析看出,绝大多数民主党派成员愿意参政,有强烈的参政愿望,但是,一多半党派成员的参政意愿并没有得到满足,而且主动以民主党派成员的身份建言献策的情况不容乐观。 (二)武汉高校民主党派成员的参政方式比较单一,参政渠道并不是很畅通。尽管有大部分的民主党派成员通过民主党派座谈会或“两会”提交提案的方式进行参政,但有五分之一的民主党派成员表示没有参政,经过进一步访谈调研,有部分党派成员没有适当的渠道建言献策。 (三)在影响因素方面,个人特征中的客观因素和主观因素影响着武汉高校民主党派成员参政意愿。客观因素中的年龄、加入党派时间、岗位类别、职务；主观因素中的所在学校民主党派成员的政治热情、所在民主党派的社会影响力、民主党派政策制度对民主党派成员参政意愿均产生显著的影响。本研究主要有三个方面的创新,第一,研究内容的创新。以往对民主党派成员参政能力的研究多从宏观的角度入手,主要分析了民主党派参政能力现状。而本文以民主党派成员参政意愿为研究内容,具体从是否愿意参政、参政的途径和参政效果三个方面进行分析,找出武汉高校民主党派成员参政存在的深层次问题,提出改进的对策和措施。第二,研究视角的创新。以往研究多政治学、管理学等角度研究民主党派参政,而本文从社会学学科视角出发,探讨武汉高校民主党派成员参政意愿及其影响因素。第三,.研究方法的创新。以往研究大都偏重于理论上的定性研究,或经验式的总结性研究。而本文采用实证研究的方法,系统的分析武汉高校民主党派成员参政意愿。本文的研究主题是武汉高校民主党派成员参政意愿,因为受客观条件限制,研究还存在一定欠缺,主要有以下三方面,第一,因为受到人力和物力的影响,样本的抽取区域范围较小,样本的代表性还存在一定的不足。第二,在调查方法上,本研究主要采用委托高校统战部门自填式问卷调查方法,民主党派成员在填写问卷时可能存在不真实的情况,因而可能会对问卷质量有一定的影响。第三,本文仅从民主党派成员这一主体出发来研究影响武汉高校民主党派成员参政意愿及其影响因素,而对于国家的统战政策、学校的统战体制等较为宏观的方面考察不是很深入。
[Abstract]:The Seventeenth National Congress of the Communist Party of China was held successfully. In his report, general secretary Hu Jintao stressed that efforts should be made to strengthen the party's construction, strengthen the cooperation with the democratic parties, and constantly promote the harmony of the party relations. It is of great significance to uphold and improve the multi party cooperation and political consultation system led by the Communist Party of China, and to maintain a harmonious relationship between the party and the political party. It is of great significance to unswervingly take the path of the political development of socialism with Chinese characteristics. The university is a relatively centralized place for the members of the democratic parties. The practice of the United Front Department works in order to understand the problems existing in the participation in political participation of the members of the democratic parties in Colleges and universities through understanding the willingness of the members of the democratic parties in Colleges and universities to further understand the problems existing in the participation of the members of the democratic parties in colleges and universities, and to put forward corresponding countermeasures so as to improve the participation in political participation of the members of the democratic parties. This paper is written on the basis of such considerations.
This paper, based on sociological theory and the theory of sociological theory of Maslow's demand level, uses the empirical research method of questionnaire survey and case interview, and takes five universities in Wuhan as the investigation point, and describes the present stage of participation in political participation of the members of the democratic parties in Wuhan colleges and Universities, and affects the participation in political participation of the members of the democratic parties in Wuhan's colleges and universities. The individual factors, working factors and social factors of willingness are discussed.
(1) there is a certain asymmetry in the willingness and effect of participation in political participation by members of the democratic parties in Wuhan, and the willingness to participate in political participation has not been met. Through the analysis of the participation of members of the democratic parties in Colleges and universities in Wuhan, the majority of the members of the democratic parties are willing to participate in political participation and have a strong desire to participate in political affairs. (two) the mode of participation in political participation of the members of the democratic parties in Wuhan is relatively simple, and the channels for political participation are not very smooth. Although most of the members of the democratic parties participate in the political participation through the Democratic Party symposium or the "two sessions", there are 1/5 members of the democratic parties that do not participate in the political affairs. After further interviews, there are further interviews and research. Some members of the party have no proper channels for advice.
(three) in the influence factors, the objective factors and subjective factors in the personal characteristics affect the political will of the members of the democratic parties in Wuhan. The age, the party time, the post category, the post, the political enthusiasm of the members of the Democratic Party in the school, the social influence of the democratic parties, and the democracy, in the objective factors. Party policy system has a significant impact on the willingness of members of democratic parties to participate in politics.
This study mainly has three aspects of innovation, first, the innovation of the research content. In the past, the research on the participation in political participation of the members of the democratic parties is mainly from the macro perspective, mainly analyzing the status of the democratic parties' participation in political participation. Analysis of the three aspects of the political effect, to find out the deep-seated problems of the participation in political participation of the members of the democratic parties in Wuhan colleges and universities, and put forward the countermeasures and measures to improve it. Second, the innovation of the research angle of view. In the past, the study of the democratic parties' participation in political participation is studied in the perspectives of multi politics and management, and from the perspective of the society, the democratic parties of colleges and universities are discussed. The members' willingness to participate in political participation and its influencing factors. Third, the innovation of research methods. Most of the previous studies focused on qualitative research in theory, or empirical summary research. This paper uses empirical research methods to systematically analyze the willingness of members of the democratic parties in Wuhan to participate in political participation.
The subject of this study is the willingness to participate in political participation of the members of the democratic parties in Wuhan colleges and universities. Because of the limitations of objective conditions, there are still some deficiencies in the study, which mainly include the following three aspects. First, because of the impact of human and material resources, the sampling area is small, and the representative of the samples is still inadequate. Second, in the investigation method, this is the case. The study mainly adopts the self-filled questionnaire survey method of the United Front Department of universities and colleges. The members of the democratic parties may have untrue situation when filling in the questionnaire. Therefore, it may have a certain influence on the quality of the questionnaire. Third, this paper only starts from the main body of Democratic Party members to study the willingness to participate in political participation of the members of the democratic parties in Wuhan colleges and universities. And its influencing factors, but the United Front Policy of the country, the United Front System of schools and other macro aspects are not very thorough.
