金河镇村民自治探析

【摘要】：1998年11月4日我国第九届全国人民代表大会常务委员会第五次会议通过了《中华人民共和国村民委员会组织法》，我国要建设社会主义政治文明，发展社会主义民主政治是必不可少的内容。村民自治是基层民主建设的核心内容之一，关系到基层的发展和社会主义新农村的建设。 金河镇是一个农村人口占大多数的地区，推进农村基层民主建设，提高村级基层组织自治能力和水平，是关系农村改革和发展也是推进地区建设的关键。论文共分四章，分析研究了金河镇村民自治实践中存在的问题以及深化发展村民自治制度的对策与建议。第一章总体上介绍了我国村民自治方面的理论，村民自治的含义以及我国现阶段实施村民自治制度的意义。第二章介绍了金河镇基本情况，笔者通过调查了解金河镇村民自治过程中民主选举、民主决策、民主管理、民主监督的程序过程，并通过走访入户以及调查问卷、访问村民的方式，对金河镇村民自治的运行效能进行了调查分析。第三章对金河镇现阶段村民自治中存在的问题及其原因进行了分析探究。从实际情况看，金河镇的村民自治建设取得一定成果，但也存在不少的问题，如农民文化素质、农村经济条件对村民自治制度发展的制约；乡镇政府与村民自治组织关系的协调建设；村党支部与村民委员会之间分工不明确还存在矛盾；民主监督制度和民主监督组织的完善；以及在法制上对村民自治制度的建设与完善。第四章针对金河镇村民自治制度运行中存在的上述问题的解决对策进行了研究与建议如：发展农村科教文化事业，提高人的素质；理顺乡镇政府与村委会的关系，村党支部与村委会的关系以及加强干群关系建设，践行群众路线；加强基层民主监督法制建设；加快经济建设，，增强村民自治的经济基础。从而提高基层组织的自治能力，在社会管理与地区发展中充分发挥基层组织的重要作用。
[Abstract]:On November 4, 1998, the Fifth meeting of the standing Committee of the Ninth National people's Congress adopted the Organic Law of the villagers Committee of the people's Republic of China. The development of socialist democratic politics is an indispensable content. Villager autonomy is one of the core contents of grass-roots democratic construction, which relates to the development of grass roots and the construction of new socialist countryside. Jinhe Town is an area where the rural population accounts for the majority. To promote the rural grass-roots democratic construction and improve the autonomous ability and level of the village grass-roots organizations is the key to the rural reform and development as well as to the regional construction. The paper is divided into four chapters, and analyzes the problems existing in the practice of villager autonomy in Jinhe Town and the countermeasures and suggestions for deepening the development of villager autonomy system. The first chapter introduces the theory of villager autonomy in our country, the meaning of villager autonomy and the significance of implementing villager autonomy system in our country. The second chapter introduces the basic situation of Jinhe Town, the author through investigation to understand the process of democratic election, democratic decision-making, democratic management, democratic supervision in the process of villager autonomy in Jinhe Town, and through visiting the household and questionnaire, The way to visit the villagers, the operation efficiency of the villagers autonomy in Jinhe Town was investigated and analyzed. The third chapter analyzes the existing problems and causes of villagers' autonomy in Jinhe Town. From the actual situation, the construction of villagers' autonomy in Jinhe Town has made some achievements, but there are also many problems, such as the cultural quality of farmers, the restriction of rural economic conditions on the development of villager autonomy system; The harmonious construction of the relationship between the township government and the villagers' autonomous organization, the contradiction between the division of labor between the village party branch and the villagers' committee, the perfection of the democratic supervision system and the democratic supervision organization; And in the legal system of villager autonomy system construction and improvement. The fourth chapter studies the countermeasures of solving the above problems in the operation of the village autonomy system in Jinhe Town, such as developing the science and education culture in rural areas, improving the quality of the people, straightening out the relationship between the township government and the village committee. The relationship between the village party branch and the village committee and the relationship between cadres and the masses should be strengthened to carry out the mass line; to strengthen the grass-roots democratic supervision of the legal system; to speed up the economic construction; to strengthen the economic foundation of villagers' autonomy. So as to improve the autonomy of grass-roots organizations, and give full play to the important role of grass-roots organizations in social management and regional development.
