地方干部的民主价值观:类型与结构特征——对1456个地方干部的问卷分析

【摘要】:地方干部群体的民主价值观是中国与西方、传统与现代多重元素的复杂性组合,形成包括新传统主义民主、民粹民主、参与民主、民本民主、代议民主与威权民主等类型在内的复杂观念系统,存在内在的冲突。地方干部对民主的理解是在"民本民主""选举民主"或"直接民主"的大范畴内。多数地方干部从功能与情感上对民主价值给予积极评价,认为民主既有利于促进经济社会多个方面的发展,也有利于国内多个政治主体;多数地方干部既从一般原则上支持民主,认为民主"应该"或"可行",也从民主的核心价值与程序如竞争性选举、公民治理参与、公民权利等方面,深度支持民主。
[Abstract]:The democratic values of local cadre groups are a complex combination of the elements of China and the West, tradition and modernity, forming new traditionalist democracy, populist democracy, participatory democracy, and people-oriented democracy. There is an inherent conflict between representative democracy and authoritarian democracy. The understanding of democracy by local cadres lies in the broad category of "people-based democracy" and "electoral democracy" or "direct democracy". Most local cadres positively evaluate the value of democracy in terms of function and emotion, and think that democracy is not only conducive to promoting the development of many aspects of economy and society, but also beneficial to many domestic political subjects. Most local cadres support democracy not only in general principle, but also in the core values and procedures of democracy, such as competitive election, civil governance participation, civil rights and so on.
