网络协商民主发展的障碍因素与良性运行思路

【摘要】：基于互联网平台发展起来的网络协商民主,摆脱了传统协商民主所受时间和空间的限制,不断成长为一种受到人们广泛认同的协商民主形式。随着互联网普及率的不断提升和网络社会的迅速崛起,网络协商民主正如火如荼地发展起来,越来越多的协商民主实践开始出现在网络公共领域。尽管网络协商民主发展前景一片光明,但其运行过程中也面临着数字化鸿沟与协商资源占有不均等、网络参与无序化与协商规范化程度低、群体极化现象与协商共识达成难等障碍因素。要促进网络协商民主的良性发展,就需要不断提升网络协商主体理性和能力,跨越网络协商的数字化鸿沟,规范网络协商程序,强化网络协商监督。
[Abstract]:Based on the development of Internet platform, the network negotiation democracy, which gets rid of the limitation of time and space of traditional negotiation democracy, has grown into a widely accepted form of deliberative democracy. With the increasing popularity of the Internet and the rapid rise of the network society, the democracy of network negotiation is developing in full swing, and more democratic practices of negotiation begin to appear in the public domain of the network. Although there is a bright prospect for the development of network negotiation democracy, it also faces the digital divide and unequal share of negotiation resources during its operation, and the degree of disorderly network participation and standardization of negotiation is low. The phenomenon of group polarization and the obstacle factors such as the difficulty of reaching consensus through negotiation and so on. In order to promote the benign development of network negotiation democracy, it is necessary to continuously improve the rationality and ability of network negotiation subject, bridge the digital gap of network negotiation, standardize the procedure of network negotiation, and strengthen the supervision of network negotiation.
