村民理事会与村级协商民主建设的探索——以安徽省H村为例

【摘要】：村民理事会是近年来乡村出现的一个新型农民组织。其产生是在后农业税时代资源下乡过程中,对乡村行政化治理的一种纠正。与城市基层社会基本是一个陌生人社会不同,村庄还是一个半熟人社会。这就决定了作为基层协商重要形式,村民理事会内在的运行机理主要依靠其成员的面子以及与村民的人情关系。现在村级协商民主还处于起步阶段,因此要使村民理事会在农村治理中持续发挥重要作用,推进村级协商民主建设,必须要以村民理事会为依托,健全村级协商体系,推动行政化治理与协商治理有机结合。
[Abstract]:The villagers' council is a new type of peasant organization which appears in the village in recent years. It is a kind of correction to the rural administration in the process of resource going to the countryside in the post-agricultural tax era. The village is still a semi-acquaintance society, which is different from that of a stranger. Therefore, as an important form of grass-roots consultation, the inherent operating mechanism of the villagers' council mainly depends on the face of its members and the relationship between the villagers and the villagers. At present, village consultative democracy is still in its infancy. Therefore, in order for villagers' councils to continue to play an important role in rural governance and to promote the construction of village consultative democracy, it is necessary to improve the village consultation system on the basis of villagers' councils. To promote the administrative governance and consultation management organic integration.
