网络社会中政府信任修复研究

【摘要】：目前我国正处于社会经济转型时期，经济基础和上层建筑的调整步伐不相一致，制度设计和政府职能转变相对滞后，导致各类问题层出不穷，社会矛盾日益增多。再加上政府自身行政成本居高不下，行为失范现象频现，腐败问题频频曝光，因而，政府原有合法性资源不断流失，公众表现出对政府的信任度下降，甚至出现了一定程度的破裂。而这种信任破损现象在现代网络社会中表现更为突出。互联网的迅速普及和发展深刻改变了人们的生活方式和政治行为。网络这一新型传播媒介，为人们处理事务、私人交往、获取信息、休闲娱乐等活动提供了新的方式和途径，点对点、点对面、面对面之间的联系更加多元化、密集化、频繁化，一种新的社会关系形式开始形成，网络社会渐渐成型。我国经济和政治文明建设取得了卓越的成就，人们生活水平不断提高，民主法治观念深入人心，公民的法律意识、民主意识不断增强，参政和维权的热情空前高涨，在网络社会中，信息资源可以交互共享，并进行超时空的传播，使得政府有关管理缺失和行为失范的负面信息通过网络迅速渗透蔓延并夸张放大，，从而加剧了公民政府信任的破损。本文基于这样的背景，在分析网络社会政府信任与传统社会相比表现出的独特性的基础上，阐释了网络社会政府和公众的双向互动关系，并从国内外大环境的变化和网络社会的信任风险、政府自身存在的问题以及公众的非理性预期和认知偏差等方面分析了政府信任破损的成因，并提出政府信任修复的路径。
[Abstract]:At present, our country is in the period of social and economic transformation, the economic base and superstructure adjustment step is not consistent, the system design and the transformation of the government function are relatively lagging behind, resulting in various kinds of problems emerge in endlessly, the social contradiction is increasing day by day. Coupled with the high administrative costs of the government itself, the frequent occurrence of misconduct and the frequent exposure of corruption, the original legitimate resources of the government are constantly losing, and the public shows a decline in trust in the government. There was even a degree of rupture. And this kind of trust breakage phenomenon is more outstanding in the modern network society. The rapid popularization and development of the Internet has profoundly changed people's way of life and political behavior. The network, a new medium of communication, provides new ways and means for people to deal with affairs, private contacts, access to information, leisure and entertainment, etc., point-to-point, face-to-face contact is more diversified, intensive and frequent. A new form of social relations began to form, the network society gradually formed. Remarkable achievements have been made in the construction of economic and political civilization in China. The standard of living of the people has been continuously improved, the concept of democracy and rule of law has been deeply rooted in the people's heart, the citizens' legal consciousness and democratic consciousness have been constantly strengthened, and the enthusiasm for participating in politics and safeguarding rights has never been higher than ever. In the network society, the information resources can be shared interactively and spread over time and space, which makes the negative information of the government about the lack of management and the abnormal behavior spread quickly through the network and exaggerate and magnify. This exacerbates the breakdown of the trust of the civil government. On the basis of analyzing the uniqueness of government trust in network society compared with the traditional society, this paper explains the two-way interaction between the government and the public in the network society. The paper also analyzes the causes of the breakdown of government trust from the changes of domestic and international environment, the trust risk of the network society, the problems existing in the government itself and the irrational expectations and cognitive deviations of the public, and puts forward the path of the restoration of government trust.
