民族贫困地区全面建成小康社会的路径研究

【摘要】：国家提出到2020年要全面建成小康社会,而经济发展不平衡严重制约实现全面建成小康社会的进程。这一问题成为江永县全面建成小康社会的掣肘。江永县全面建成小康是大势所趋,是责任所在,是民心所向,本文用大量的一手资料分析了江永县建成全面小康的现状,包括经济发展、居民生活、民主法治、文化教育、生态环境方面取得的成绩。同时,与建成全面小康各项指标进行对比分析,指出江永县在全面建成小康社会过程中存在的问题和困难,主要是指标实现程度差距大,县域经济总体实力不强,民生改善任务繁重等。究其原因,一方面是自身发展基础薄弱的限制,另一方面,是国家相关的扶持政策较少。在分析江永县基本情况的基础上,通过借鉴、参考国家层面的措施,并提出一些适合江永县实际情况的对策,为推动江永县这一少数民族贫困地区实现全面小康提供参考。这些对策包括:壮大新型工业、现代农业和旅游业,加快经济发展;办好为民实事,加快提升人民生活水平;转变政府管理和服务方式,加快推进社会发展;深化改革创新,加快民主法治建设;加强环境保护,加强生态文明建设;加强地方政府自身建设,提高基层社会治理能力。
[Abstract]:The country proposes to build a well-off society in an all-round way by 2020, while the imbalance in economic development seriously restricts the process of building a well-off society in an all-round way. This paper analyzes the present situation of the building of a well-off society in Jiangyong County with a large amount of first-hand data, including economic development, residents' life, democracy and the rule of law, and culture and education. Achievements in the ecological environment At the same time, by comparing and analyzing the indexes of building a well-off society in an all-round way, the paper points out that the problems and difficulties in the process of building a well-off society in Jiangyong County are mainly due to the large gap in the degree of realization of the indicators, and the fact that the overall strength of the county economy is not strong. The task of improving people's livelihood is heavy. On the one hand, the reason is that the foundation of development is weak, on the other hand, the state has few supporting policies. On the basis of analyzing the basic situation of Jiangyong County, by referring to the measures at the national level, and putting forward some countermeasures suitable for the actual situation of Jiangyong County, this paper provides a reference for promoting Jiangyong County, a poverty-stricken minority nationality area, to realize a well-off society in an all round way. These measures include: strengthening new industries, modern agriculture and tourism, speeding up economic development; doing a good job for the people and speeding up the improvement of people's living standards; transforming government management and service methods to speed up social development; deepening reform and innovation; Accelerate the construction of democracy and rule by law; strengthen the environmental protection, strengthen the construction of ecological civilization; strengthen the construction of local government itself; improve the ability of social governance at the grass-roots level.
