香港中小学的公民教育研究

【摘要】:香港是由移民组成的城市,这种特点塑造了香港独特的城市性格,公平、正义、廉洁、法治、自由及多元包容成为香港的核心价值,这也是“一国两制”成功的关键所在。但近年来香港本土意识抬头,港人对身份认同愈来愈关心。随着《德育及国民教育科》的搁置与各种“港独”声音的出现,公民教育的重要性再次凸显,学校是培育公民的主要场所,青少年的公民教育及潜能发展,是社会人士长期关注的议题,因此本文着重对香港中小学校开展公民教育的情况进行梳理,通过对学校公民教育课程、学校民主管理与服务活动、学校公民教育的文化环境建设三个方面进行分析,总结香港中小学公民教育的经验,找出不足之处,并提出有针对性的建议,以期为完善香港中小学的公民教育起到推动作用。本文的正文内容包括五个部分: 第一部分:香港中小学公民教育的课程分析。本部分以布卢姆教育目标分类学的三个领域为分析框架,从传授公民知识、培养公民品性、提升公民技能三个角度对香港中小学的公民教育进行课程分析,如公民教育科、常识科、通识教育科、经济及公共事务科与经济科、中国历史科、中国语文科、地理科。这是本文的主体之一。 第二部分:香港中小学的民主管理与服务活动分析。在分析公民教育相关课程的基础上,进一步分析香港中小学的民主管理与服务活动,如班级事务管理,成立各类学生自治组织,举办各种校内、社区和境外服务交流活动等。 第三部分:香港中小学公民教育的文化环境建设的分析,从精神环境和物质环境两个方面分析其公民教育作用。 第四部分:香港中小学的公民教育的经验与存在的问题。本部分结合前三个部分的介绍,对香港中小学的公民教育的经验及不足进行分析,力求把握要点,为提出建议做准备。 第五部分:对香港中小学的公民教育提出建议。 结语:对本文进行全面总结。
[Abstract]:Hong Kong is a city made up of immigrants. Its unique urban character, fairness, justice, integrity, rule of law, freedom and pluralism are the core values of Hong Kong. This is also the key to the success of "one country, two systems". However, in recent years, Hong Kong people have become more and more concerned about their identity. With the shelving of the "moral Education and National Education Branch" and the emergence of various voices of "independence in Hong Kong", the importance of civic education has once again been highlighted. Schools are the main places for the cultivation of citizens, and the civic education and potential development of young people. This paper focuses on the development of civic education in primary and secondary schools in Hong Kong. Through the curriculum of civic education in schools, democratic management and service activities in schools, This paper analyzes three aspects of the construction of cultural environment of civic education in schools, summarizes the experience of civic education in primary and secondary schools in Hong Kong, finds out the shortcomings, and puts forward targeted suggestions in order to promote the improvement of civic education in primary and secondary schools in Hong Kong. The main body of this paper includes five parts: the first part: curriculum analysis of civic education in primary and secondary schools in Hong Kong. This part analyzes the curriculum of civic education in primary and secondary schools in Hong Kong from the perspectives of imparting civic knowledge, cultivating civic character and enhancing civic skills, taking the three fields of Bloom educational objective taxonomy as the framework of analysis, such as civic education. General Studies, General Education, Economics and Public Affairs and Economics, Chinese History, Chinese language, Geography. This is one of the main body of this paper. Part II: analysis of democratic management and service activities in primary and secondary schools in Hong Kong. On the basis of the analysis of the relevant courses in civic education, this paper further analyzes the democratic management and service activities of primary and secondary schools in Hong Kong, such as the management of class affairs, the establishment of various student autonomy organizations, and the organization of various internal, community and overseas service exchange activities. The third part analyzes the cultural environment construction of civic education in primary and secondary schools in Hong Kong, and analyzes its role in civic education from two aspects: spiritual environment and material environment. Part IV: the experience and problems of civic education in primary and secondary schools in Hong Kong. Combined with the introduction of the first three parts, this part analyzes the experiences and shortcomings of civic education in primary and secondary schools in Hong Kong, and tries to grasp the main points and make preparations for making suggestions. Part V: suggestions on civic education in primary and secondary schools in Hong Kong. Conclusion: a comprehensive summary of this paper.
