新民主主义革命时期中国共产党关于普选制度的理论与实践研究

【摘要】：选举制度的产生,是人类社会政治文明长期发展的结果。从其产生和发展过程来看,选举制度经历了从有限的选举制度逐渐发展到完善的普选制度。在人类社会发展的今天,普选制度已成为现代文明国家的基础,成为现代民主国家政治制度的重要组成部分,成为世界各国显示其进步的标志,成为政治文明不可或缺的组成部分。选举制度是民主政治的基石,是我国政治制度和政治文明的重要内容。自1921年中国共产党成立,党就十分重视普选制度的建设。在中国的历史长河中,中华苏维埃共和国成立之前,广大劳动人民从未真正享受过民主选举权利。土地革命战争时期,第一次全苏代表大会召开以后,党在中华苏维埃共和国境域内建立了普选制度,修改了中国历史上民主选举制度为零的历史记录,开创了中国历史上普选制度的先河。普选制度的贯彻实施,切实让中国广大劳动人民群众破天荒地第一次享受到了普遍的选举权和被选举权,成了参与管理国家和社会的主人。抗日战争时期,党根据国内政治形势的变化,对土地革命战争时期的普选制度进行了修订,提出了“三三制”和竞选原则。有利于团结一切可以团结的人,极大地促进了抗日战争的胜利!解放战争时期,中国共产党又根据政治形势的发展变化对普选制度进行了完善,并且在实践中认真贯彻落实。通过普选运动的举行,党获得了广大民众的衷心拥护和支持,从而取得了抗日战争和解放战争的伟大胜利,建立了新中国。新民主主义革命时期党在实践普选制度的过程中,取得了许多成功的经验,对于新时期推进我国的民主制度建设具有相当重要的理论与实践意义。
[Abstract]:The production of the electoral system is the result of the long-term development of the political civilization of human society. From its emergence and development, the electoral system has experienced a gradual development from a limited electoral system to a perfect universal suffrage system. Today, with the development of human society, the system of universal suffrage has become the foundation of modern civilized countries, an important part of the political system of modern democratic countries, and a symbol of the progress of all countries in the world. To become an integral part of political civilization. Election system is the cornerstone of democratic politics and the important content of political system and political civilization in China. Since the founding of the Communist Party of China in 1921, the Party has attached great importance to the construction of universal suffrage. In the long history of China, before the founding of the Soviet Republic of China, the working people had never really enjoyed the right to democratic election. During the Agrarian Revolutionary War, after the first All-Soviet Congress was held, the Party established the system of universal suffrage in the territory of the Soviet Republic of China, and revised the historical record of zero democratic election system in Chinese history. It created the first system of universal suffrage in the history of China. With the implementation of the universal suffrage system, the masses of the working people in China have enjoyed for the first time the universal right to vote and stand for election, and have become the masters of participating in the management of the country and society. During the War of Resistance against Japan, according to the changes of domestic political situation, the Party revised the general election system during the Agrarian Revolutionary War and put forward the "three system" and the principle of running for election. It is conducive to uniting all those who can unite and has greatly contributed to the victory of the War of Resistance against Japan! During the War of Liberation, the Communist Party of China perfected the system of universal suffrage according to the development and change of political situation, and carried out it in practice. Through the holding of the campaign of universal suffrage, the Party won the heartfelt support and support of the broad masses of the people, and thus achieved great victories in the War of Resistance against Japan and the War of Liberation, and established New China. In the process of practicing the system of universal suffrage in the period of New Democratic Revolution, the Party has obtained many successful experiences, which is of great theoretical and practical significance for promoting the construction of democratic system in our country in the new period.
