新农村建设视角下农村基层民主发展问题研究

【摘要】：我国是一个农业大国,在我国发展农村基层民主具有极其重要的意义。它不仅关系农村自身的稳定与发展,也关系我国现代化建设的成败和社会主义社会的长治久安。社会主义新农村建设的提出,为农村基层民主的发展提供了新的历史契机。它为农村基层民主的发展提供坚实的经济基础和有利的发展环境,同时也对农村基层民主的发展提出了更高的要求。笔者在新农村建设的条件下,总结了农村基层民主发展中取得的成就及经验,分析了农村基层民主发展中存在的主要问题,主要有以下几点:农村基层民主的法律制度体系不完善;农民的民主素质相对较低;村委会和村党支部存在关系难题;宗族势力等的不利影响等等。文章在对以上问题分析之后,具体提出了促进我国农村基层民主发展的对策构想:要统筹城乡发展,壮大村集体经济,培育农村市场体系,使农村经济较快发展;要从宪法的高度对农村基层民主加以规范和指导,完善村民自治的地方性法规,加强制度建设,促进农村基层民主相关法律制度的规范和完善;要重视基础教育,加强对农民的技能培训和普法宣传教育,营造农村良好文化氛围,促进农民素质的普遍提高;要理顺各种关系,推进农村民主化改革;要加强农村党员队伍建设和农村基层党内民主建设,使农村基层党组织不断加强。本文的创新点主要有:在按时间顺序追溯了我国农村基层民主的发展历程之后,在社会主义新农村建设的全新视角下对农村基层民主及其与社会主义新农村建设的关系进行考察,使之更具时代意义;以秦皇岛农村基层民主建设为例进行研究,更具有针对性。
[Abstract]:Our country is a big agricultural country, it is of great significance to develop rural democracy at the grassroots level in our country. It is not only related to the stability and development of the countryside itself, but also to the success or failure of China's modernization construction and the long-term stability of the socialist society. The construction of new socialist countryside provides a new historical opportunity for the development of rural grassroots democracy. It provides a solid economic base and favorable development environment for the development of rural grass-roots democracy, and puts forward higher requirements for the development of rural grass-roots democracy. Under the condition of new rural construction, the author summarizes the achievements and experiences in the development of rural grass-roots democracy, and analyzes the main problems existing in the rural grass-roots democratic development. The main points are as follows: the legal system of rural grass-roots democracy is not perfect; The peasants' democratic quality is relatively low; the relationship between the village committee and the village party branch is difficult; the negative influence of clan influence and so on. After analyzing the above problems, the paper puts forward the countermeasures to promote the development of rural democracy at the grass-roots level in our country: to coordinate the development of urban and rural areas, to strengthen the collective economy of villages, to cultivate the rural market system, and to make the rural economy develop faster; We should standardize and guide rural grass-roots democracy from the perspective of constitution, perfect local laws and regulations of villagers' autonomy, strengthen system construction, and promote the standardization and perfection of relevant legal system of rural grass-roots democracy. We should pay attention to basic education, strengthen the training of farmers' skills and publicity and education of popularizing the law, create a good cultural atmosphere in rural areas, and promote the general improvement of farmers' quality, and straighten out all kinds of relations to promote the reform of democratization in rural areas. It is necessary to strengthen the building of party members in rural areas and democracy within the Party at the grass-roots level in rural areas, so that the party organizations at the grass-roots level in rural areas will be strengthened. The innovations of this paper are as follows: after tracing the development of grass-roots democracy in rural areas in chronological order, In the new perspective of the construction of new socialist countryside, the relationship between rural grass-roots democracy and the construction of new socialist countryside is investigated, which makes it more significant in the times. Qinhuangdao rural democracy construction as an example, more targeted.
