农村基层民主建设条件下基层党组织执政能力建设探究

【摘要】：农村基层民主建设是构建和谐社会和新农村建设的重要内容,政治的民主化对经济和整个社会的发展都具有重要的促进作用,本文以基层党组织的执政能力建设为研究中心,通过分析基层党组织与农村基层民主建设的内在关系,探求在农村基层民主建设中基层党组织执政能力存在的不足,分析其提高缓慢的原因,在此基础上,深入探讨提高基层党组织执政能力以推进农村基层民主建设的路径选择。实现农村的政治民主化是党在农村执政的一个重要方面,由于处在党源头的基层党组织在执政能力方面存在某些不足,在一定程度上影响了农村民主建设的顺利开展,尤其是在引导能力、创造能力、规范能力、整合能力、发展能力等方面存在的不足,更是对农村的民主建设产生了重大影响,因此,本文的落脚点就是提高基层党组织的这五种能力来推进农村民主的健康发展。本文采用理论与实际相结合的方法,来对这一课题做初步的探讨。本文共分三大部分：第一部分：农村基层民主建设与基层党组织的理论阐述。主要探讨与农村基层民主建设和基层党组织执政能力建设相关的基本问题,以及两者之间的关系。指出基层党组织在积极推进农村基层民主建设的过程,应采取的基本步骤和应担起的责任。第二部分：农村基层民主建设中党的执政能力存在的不足及其原因分析。该部分从基层党组织的引导能力、创造能力、规范能力、整合能力、发展能力等五个方面着手分析,重点探讨了这五种能力相对不足的表现以及对基层民主建设所引起的影响,并且深入分析了引起基层党组织这五种能力相对不足的原因所在。第三部分：在农村基层民主建设中提高党执政能力的路径选择。这是本文的落脚点,在第二部分深入分析的基础上,重点讨论了如何提高基层党组织在引导、创造、规范、整合和发展等方面的能力,通过这些能力的提高来推进农村基层民主政治的发展。
[Abstract]:The democratic construction of the rural grass-roots level is an important part of the construction of a harmonious society and the construction of the new countryside. The democratization of politics plays an important role in the development of the economy and the whole society.
