改革开放以来党内基层民主建设问题研究

【摘要】：改革开放以来,中国共产党党内民主的发展进入了一个正常的发展时期,党内基层民主的发展也开启了新的实践热潮。党员民主权利得到恢复和保障,党代会制度开始了新的试点,党代会制度日益完善,党代会和党代表作用得到进一步落实。党委制度不断健全,党的集中领导原则得到进一步体现,党内选举制度取得了新进展,党内选举的民主化水平进一步提高。党内监督制度的不断完善,使得党内民主精神得到充分体现。党内民主生活会制度逐步完善,质量进一步提高。从改革开放以后,党的建设开始了漫长的制度建设时期,从而也为中国共产党的发展掀开了新的篇章。在理论方面,关于党内民主的涵义、原则、发展党内民主的意义和途径,党内民主与人民民主的关系,党内民主制度化等问题的认识进一步深化。在实践方面,党员权利保障迈出坚实步伐,党代会常任制试点范围逐步扩大,党内监督力度逐步加强,党内选举制度日益完善,在许多方面实践的结果让人喜悦。尽管到现在为止,仍然还有许多问题、难题摆在推进党内基层民主的发展道路当中,但是随着党员民主意识的不断加强,党务公开的日益完善,差额选举的不断试行,范围不断扩大,党内决策民主化水平的逐渐提升,党内监督制度的日益完善,中国共产党党内基层民主的发展必然会带动党内民主的发展,进一步推动人民民主的发展,不但使民主成为一种国家制度,一种实践模式,更是让民主成为一种精神,成为公众的生活方式。
[Abstract]:Since the reform and opening up, the development of the inner-party democracy of the Communist Party of China has entered a normal development period, and the development of the grass-roots democracy within the party has also opened up a new upsurge of practice. The democratic rights of the Party members have been restored and guaranteed, the system of the Party Congress has begun a new pilot, the system of the Party Congress has been perfected day by day, and the role of the Party Congress and the Party Representative has been further implemented. The Party Committee system has been continuously improved, the Party's principle of centralized leadership has been further embodied, new progress has been made in the inner-party election system, and the democratization level of the inner-party elections has been further improved. The continuous improvement of the inner-party supervision system makes the inner-party democratic spirit fully reflected. The inner-party democratic life meeting system is gradually improved, and the quality is further improved. Since the reform and opening up, the construction of the Party has begun a long period of system construction, thus opening a new chapter for the development of the Communist Party of China. In the aspect of theory, the understanding of the meaning and principle of inner-party democracy, the significance and way of developing inner-party democracy, the relationship between inner-party democracy and people's democracy, and the institutionalization of inner-party democracy are further deepened. In practice, the protection of party members' rights has taken solid steps, the scope of the trial of the standing system of the Party Congress has been gradually expanded, the intensity of supervision within the Party has been gradually strengthened, and the inner-party election system has been perfected day by day. The results of the practice in many aspects are gratifying. Although so far, there are still many problems, and problems lie in the path of promoting the development of grass-roots democracy within the Party, but with the continuous strengthening of the democratic consciousness of party members, the increasing perfection of the openness of party affairs, and the trial of the poor election, With the continuous expansion of the scope, the gradual improvement of the level of democratization of decision-making within the Party, and the increasingly perfect supervision system within the Party, the development of the grass-roots democracy within the CPC will inevitably promote the development of democracy within the Party and further promote the development of the people's democracy. Not only makes democracy a national system, a practical model, but also makes democracy a spirit and a way of life for the public.
