福建省税收业务中规费管理子系统的设计与实现

【摘要】：随着国家税务业务不断发展,代收基金业务增设扩大了社保基金业务。福建地税局所涉及问题主要是如何有效进行规费管理,主要包括社保、工会经费、残保金等内容。由于规费管理业务不断发展,数据信息量不断加大,出现较多信息冗余,从而为后续相关费用缴纳、信息记录和查询等工作带来很大影响。除此之外,由于数据集中化处理,计算机系统性能、人员熟练度等方面影响导致基金业务管理难度增大。为了解决该省税收业务所面临的难题,需要建立单独系统来进行规费管理。以计算机技术为指导进行数据库、信息系统创建,使税收管理系统更加规范和完善。本文首先分析了福建省税务局代收社保相关费用以及残疾人保证金管理的背景,明确了开发本系统的意义,国内外目前研究动态,确定主要研究内容和本文的章节安排。然后根据系统建设目标以及规费管理工作的需求调研和用例分析,确定了系统用户操作业务需求、核心业务流程、系统功能和非功能需求。其中功能模块有登记管理、认定管理、注销管理以及系统维护,每个功能模块都包含多个子功能,本文是选择了J2EE的三层架构技术框架对系统进行总体体系架构设计,同时确定了网络部署架构,然后根据系统设计阐述了系统的功能类图和时序图设计和部分功能的操作界面。利用Oralce数据库进行数据E R设计和数据表设计等,根据系统实现情况,运用黑盒和白盒测试方法对规费子系统进行功能和性能的测试。本文开发系统很好的满足了对纳税人的规费代征的需求,提供了便利准确的服务。实现了费用登记、费用认定、注销管理、系统维护等功能,并可对这些信息进行查询、修改、删除、保存、统计等多项操作,可以大大提高了审批工作的工作效率;帮助税务机关作出明确的决策,可以在有限的时间内,在大量的社保以及残疾人纳税人中,有效的遵守国家政策法规,并提供优质的规费代征服务。
[Abstract]:With the continuous development of national tax business, the addition of the collection fund business expanded the social security fund business. Fujian Local Taxation Bureau mainly involved in how to effectively manage the fees, mainly including social security, trade union funds. Need to establish a separate system for fee management. Computer technology as a guide for database, information system creation. Make the tax management system more standardized and perfect. Firstly, this paper analyzes the background of Fujian Taxation Bureau collecting social security related expenses and the margin management of the disabled, and clarifies the significance of developing this system. Domestic and foreign current research trends, determine the main research content and the chapter arrangement of this paper. Then according to the system construction objectives and fee management requirements research and use case analysis, determine the system user operation business requirements. Core business processes, system functions and non-functional requirements. Among them, the functional modules have registration management, identification management, cancellation management and system maintenance, each functional module contains multiple sub-functions. This paper chooses the J2EE three-tier architecture technology framework to carry on the overall architecture design to the system, at the same time has determined the network deployment architecture. Then, according to the design of the system, the design of function class diagram and sequence diagram of the system and the operation interface of some functions are expounded. The data E / R design and data table design are carried out by using Oralce database. According to the implementation of the system, the black box and white box testing methods are used to test the function and performance of the fee subsystem. Provide convenient and accurate service. Achieve the cost registration, cost identification, cancellation management, system maintenance and other functions, and can query, modify, delete, save, statistics and other operations. Can greatly improve the work efficiency of the examination and approval work; To help the tax authorities to make a clear decision, in a limited time, in a large number of social security and disabled taxpayers, effective compliance with national policies and regulations, and provide quality fee collection services.
