省市级居民健康卡管理系统设计与实现

【摘要】：居民健康卡是在国家医疗卫生信息化工程“3521工程”中提出的基于居民电子健康档案、电子病历以及三级居民健康卡管理平台,实现医疗卫生服务跨系统、跨机构、跨区域互联互通和居民诊疗信息共享所依赖的个人信息基础载体,是计算机可识别的CPU卡。居民健康卡将集社保卡、新农合一卡通、医疗机构就诊卡于一身,记录一个人从生到死的所有诊疗信息。省市级居民健康卡管理系统规范了居民健康卡的信息采集、制卡、发卡以及读写健康卡信息的SAM(Secure Access Module)卡的制卡、发卡流程,实现了对健康卡、SAM卡以及健康卡的制卡机构、发卡机构、卫生机构进行查询及监管的功能,完成了市级居民健康卡信息、就诊信息、相关机构信息同步到省级健康卡管理系统的功能,解决了目前医疗信息管理系统中存在的适用面小、共享性差、相互独立、自我封闭、通用性差等问题。促进了医疗信息化的发展。论文首先针对市级和省级居民健康卡管理系统进行了需求分析,确定了系统模块结构,并对各模块进行了详细模块功能分析。通过可行性分析确定了系统在技术、经济、政策及风险控制等方面的可行性。在完成需求分析的基础上,从整体上对系统进行了综合设计,将系统分为用户界面和系统接口层、业务逻辑层、数据访问层以及数据存储层五个层次进行设计,并根据系统安全性高、稳定性强、适应能力强及支持快速部署的特点,系统架构采用基于J2EE平台的B/S架构,系统数据同步服务采用符合XML及Web Service标准的CXF及JAXB技术。在确定技术方案后,系统采用分层结构进行开发,将系统模块按层次和功能进行划分,为快速开发和系统维护带来极大便利性。其中数据存储层采用Oracle数据库加Redis缓存的结构设计,使得系统验证信息服务速度有了较快的提升。
[Abstract]:Resident health card is a management platform based on residents' electronic health records, electronic medical records and third-level health cards, which was put forward in 3521 Project of National Medical and Health Information Project. Solve the current medical information management system in the application of small, poor sharing, mutual independence, self-closure. Problems such as poor versatility. Promote the development of medical information. Firstly, the paper analyzes the needs of the municipal and provincial residents health card management system, and determines the structure of the system module. On the basis of the completion of demand analysis. The system is divided into user interface and system interface layer, business logic layer, data access layer and data storage layer. Strong stability, strong adaptability and support for rapid deployment characteristics, the system architecture is based on J2EE platform based on the B / S architecture. The system data synchronization service adopts CXF and JAXB technology which accords with XML and Web Service standard. After determining the technical scheme, the system adopts hierarchical structure to develop. The system modules are divided into layers and functions, which bring great convenience for rapid development and system maintenance. The data storage layer adopts the structure design of Oracle database and Redis cache. So that the system verification information service speed has a faster improvement.
