完善宁波工伤康复服务体系研究

【摘要】：工伤康复是“工伤预防、工伤补偿、工伤康复”三位一体的工伤保险制度体系的重要组成部分,工伤康复服务体系建设对实现工伤职工的全面康复、保障工伤职工的应有权益发挥着不可替代的作用。宁波经济发达,外来人口众多,工伤参保人数逐年增加,但宁波工伤康复服务体系建设相对落后,难以满足日益增长的工伤康复需求。在我国,对工伤康复的研究尚未得到足够的重视,论述工伤康复理论及具体实践的相关文献很少。本文希翼通过对工伤康复相关理论的介绍和对宁波工伤康复服务体系现状的研究为今后的工伤康复工作提供参考。本文应用了文献法、实地调查法、访谈法、问卷调查法等方法。首先介绍了研究的背景、意义及理论基础,并从工伤康复服务体系的服务内容、服务形式及保障水平三个维度以及工伤康复服务体系的服务主体、服务客体及运行方式三个要素构建了工伤康复服务体系的分析框架。其次从宁波现行工伤康复政策、取得的成效和一个工伤康复的案例总结了宁波工伤康复服务体系的现状,并结合分析框架总结了宁波工伤康复服务体系存在的问题和问题产生的原因。最后借鉴国内外成功经验提出完善宁波工伤康复服务体系的五点建议。通过研究,本文得出宁波工伤康复服务体系现存的问题主要包括配套政策不完善、服务资源缺乏、资金投入不足、服务主体类型单一、尚未形成服务网络;而要解决这些问题,完善宁波工伤康复服务体系,必须树立以工伤职工康复需求为导向,以工伤职工权利为本的管理理念,转变政府角色,引导多元主体参与工伤康复服务并加强多元主体间的合作。
[Abstract]:Industrial injury rehabilitation is an important part of the three-in-one industrial injury insurance system of "industrial injury prevention, industrial injury compensation, and industrial injury rehabilitation", and the construction of industrial injury rehabilitation service system can realize the comprehensive rehabilitation of industrial injury workers. To protect the rights and interests of workers at work injury plays an irreplaceable role. Ningbo has a developed economy, a large number of foreign people, the number of work-related injury insurance increased year by year, but the construction of Ningbo industrial injury rehabilitation service system is relatively backward. It is difficult to meet the increasing demand of industrial injury rehabilitation. In our country, the research on industrial injury rehabilitation has not been paid enough attention. There are few related documents to discuss the theory and practice of industrial injury rehabilitation. This article hopes to provide reference for the future work of industrial injury rehabilitation through the introduction of the related theory of industrial injury rehabilitation and the study of the present situation of the rehabilitation service system of industrial injury in Ningbo. The literature method is applied in this paper. Field investigation, interview, questionnaire survey and other methods. First of all, introduced the background, significance and theoretical basis of the study, and from the service content of the work injury rehabilitation service system. Three dimensions of service form and level of protection, as well as the service subjects of the rehabilitation service system of industrial injury. The three elements of service object and operation mode construct the analysis frame of industrial injury rehabilitation service system. Secondly, from the current industrial injury rehabilitation policy in Ningbo. The achievements and a case of industrial injury rehabilitation summed up the present situation of Ningbo industrial injury rehabilitation service system. And combined with the analysis framework summed up the problems and the causes of the problems in Ningbo industrial injury rehabilitation service system. Finally, five suggestions to improve Ningbo industrial injury rehabilitation service system were put forward by studying the successful experience at home and abroad. This paper concludes that the existing problems of Ningbo industrial injury rehabilitation service system mainly include imperfect supporting policies, lack of service resources, insufficient investment of funds, single types of service subjects, and not yet formed a service network. In order to solve these problems and perfect the service system of Ningbo industrial injury rehabilitation, we must set up the management concept of taking the rehabilitation demand of the injured workers as the guide and taking the rights of the injured workers as the basis, and change the role of the government. Guide multiple subjects to participate in industrial injury rehabilitation services and strengthen cooperation among multiple subjects.
