建国以来学徒制政策内容演变研究

【摘要】:当前,现代学徒制作为一种有效的职业教育形式,受到很多国家的认可与支持,发展现代学徒制度也成为国际职业教育的发展趋势。面对我国高技术技能人才严重匮乏、传统职业教育理论与实践相脱离等问题,我国也提出要推动现代学徒制的完善,建立符合我国需求的现代学徒体系。学徒制的发展在我国有着一定的历史积淀,自建国以来,我国相继出台了多部政策文件来推动学徒制的发展,但是随着职业学校的普及,正规的全日制职业学校成为大多数寻求技能培训的人的首选,学徒培训逐渐走向边缘化。建国初期我国就出台了针对学徒制的相关政策文件,以国家层面出台的学徒制相关政策文件为研究对象,系统、完整的搜集整理从建国以来由国务院、教育部、劳动部(现人力资源和社会保障部)等国家层面机关部门发布的政策文件,从政策文件的政治经济背景,和不同阶段我国学徒制发展的特点出发,将建国以来我国学徒制政策内容的演变和发展经划分为以企事业单位学徒培训为主的学徒制、以“半工半读”形式为主的学徒制、逐步走向边缘化的学徒制和对现代学徒制的探索和发展这四个阶段。以对教育政策内容分析标准为依据,确立完整性、科学性和创新性这三个方面的学徒制政策内容分析标准,并依据确立的分析标准从政策目的、政策对象和实施措施(学徒期间的课程设置、对学徒身份的规范方式、对带徒师傅的规定、对学徒的考核、学徒期间的待遇水平)三个维度出发对我国学徒制政策内容进行系统的分析。最后,在梳理、分析总结各阶段我国学徒制政策内容发展变演变特点以及存在的问题的基础上,以史鉴今,提出完善我国现代学徒制相关政策内容的建议:我国现代学徒制的相关政策内容应该从不断提高政策目的完整性,将全部参与者纳入政策对象范围内,提高政策措施完整性、科学性和创新性几个方面入手,进行不断的完善。不仅如此,还要推动出台针对现代学徒制的法律法规,依靠完善的法律条文来保障我国现代学徒制政策的有效实施,推动我国现代学徒制的发展。
[Abstract]:At present, the modern apprenticeship system is an effective form of occupation education, subject to recognition and support of many countries, has become the development trend of international modern apprenticeship occupation education. Facing the high skill talents in China's serious shortage, the problem of educational theory and practice from the traditional occupation, China also proposed to promote the improvement of modern apprenticeship, the establishment conforms to our country needs the modern apprenticeship apprenticeship system. The development in our country has a certain historical heritage, since the founding of new China, China has successively promulgated a number of policies to promote the development of apprenticeship, but with the popularity of the occupation school, regular full-time occupation skill training school to become the most sought the people preferred, apprenticeship training gradually marginalized. Since the founding of our country on the introduction of relevant policy documents for apprenticeship, with the introduction of the national level of the apprenticeship phase Relevant policy documents as the research object, from the system, since the founding of the State Council, the Ministry of education to collect complete, the labor department (now the Ministry of human resources and social security department) issued a national level policy document from the policy file of political and economic background, and the different stages of our apprenticeship development characteristics the evolution and development of the content of apprenticeship policy since the founding of China was divided into to enterprises and institutions based apprenticeship apprenticeship, to "work study" mainly in the form of apprenticeship, the four stage to the marginalization of apprenticeship and modern apprenticeship exploration and development to analyze. The standard of education policy as the basis, establish the integrity of the content, the apprenticeship system these three aspects of policy science and innovation of the analysis standard, and according to the analysis criteria established from the policy objective, policy object and implementation measures (Apprentice Set during the course of standard apprenticeship, with only the provisions of the master, the apprentice apprentice during the examination, the level of treatment) three dimensions of systematic analysis of apprenticeship policy in our country. Finally, in summing up the various stages of combing the policy content of our apprenticeship development the evolution characteristics and the existing problems, with Shi Jian today, put forward to perfect our modern apprenticeship policy proposals: related policy of China's modern apprenticeship should constantly improve the policy objective from integrity, all participants will be incorporated into the policy object range, improve the policies and measures of integrity, scientific and the innovative aspects of continuous improvement. Not only that, but also to promote the introduction of laws and regulations for the modern apprenticeship, rely on perfect legal provisions to safeguard our country modern apprentice system policy. Effective implementation to promote the development of our modern apprenticeship system.
