湖北省农村剩余劳动力转移的成效与改进措施研究

【摘要】：随着我国国民经济的持续稳定增长,“三农”问题日益突出,其中农民是核心。然而,我国农村剩余劳动力大量存在、转移不彻底的现状影响了农民收入,阻碍了劳动生产率的提高,进而减缓了农村经济的发展。是以越来越多的学者研究此课题。作为人口大省,湖北省劳动力资源丰富。由于国家政策的推动和科技的进步,农业劳动力需求逐渐减小,大量劳动力滞留于农村。近年来,我省农村外出务工人员数量日益增多。根据相关数据显示,虽然我省农村剩余劳动力转移在近几年取得了一定成效,但也存在一些问题,诸如,我省农村剩余劳动力数量多、素质较低和多为青壮年等现状。本文主要以湖北省现阶段劳动力转移所取得的成效为切入点,分析了其现状以及现阶段存在的问题,并就问题进行了原因分析,提出了一些关于其改进措施方面的建议。论文主要分为四部分：第一部分简要指出了研究背景,介绍了国内外研究现状,并对我国改革开放后的劳动力转移进程进行了划分,且归纳了其特点。第二部分从总量、结构和参与社保量三方面阐述了湖北省农村剩余劳动力转移现状,然后总结了我省现阶段所取得的成效。第三部分详细分析了我省现阶段存在的问题,并从经济、制度和个人三个方面进行了原因分析。第四部分提出完善的建议。通过研究,得到以下认识：随着工业化、城镇化的继续推进和国家相关制度的不断改革,湖北省的农村剩余劳动力转移取得了一定成效的同时也存在一些问题,农村剩余劳动力转移仍然是制约我省农村经济发展的问题之一。解决该问题,需要各方面的共同努力,其中政府制定科学的转移政策和保障措施是关键。
[Abstract]:With the sustained and steady growth of our national economy, the problem of "agriculture, rural areas and farmers" is increasingly prominent, in which farmers are the core. However, there are a large number of surplus labor in rural areas in China, and the current situation of incomplete transfer has affected the income of farmers. It hinders the improvement of labor productivity and slows down the development of rural economy. More and more scholars study this subject. Hubei Province is rich in labor resources. Due to the promotion of national policies and the progress of science and technology, the demand for agricultural labor gradually decreases, and a large number of labor force is stranded in rural areas in recent years. The number of rural migrant workers in our province is increasing day by day. According to the relevant data, although some achievements have been made in the transfer of rural surplus labor in our province in recent years, there are still some problems, such as. Our province rural surplus labor force quantity is many, the quality is low and most is the youth and so on present situation. This article mainly regards the Hubei province present stage labor force transfer achievement as the starting point. The present situation and the existing problems are analyzed, and the causes of the problems are analyzed. The paper is divided into four parts: the first part briefly points out the research background and introduces the current research situation at home and abroad. And after the reform and opening up of the labor force transfer process has been divided, and summarized its characteristics. The second part from the total amount, structure and social security participation in three aspects of the transfer of rural surplus labor force in Hubei Province. The third part analyzes the problems existing in the present stage of our province, and analyzes the problems from the perspective of economy. The author analyzes the reasons of system and individual in three aspects. Part 4th puts forward the perfect suggestions. Through the research, we get the following understanding: along with the industrialization, the continued promotion of urbanization and the continuous reform of the relevant national system. The transfer of rural surplus labor force in Hubei Province has made some achievements, but there are also some problems. The transfer of rural surplus labor force is still one of the problems restricting the development of rural economy in our province. All parties need to make joint efforts, among which the government to formulate scientific transfer policy and safeguard measures is the key.
