福利三角理论视角下的大学生就业社会排斥问题研究

【摘要】：随着大学生就业政策的变迁,“双向选择、自主择业”的就业政策将大学生推进市场,2008年受金融危机的影响,大学生就业形势严峻越发严峻,高校毕业生规模一直呈递增的状态。至2015年高校毕业生将达749万,再创历史新高。在当前就业压力下,社会福利保障的市场失灵以及政府政策制度上的不到位,使得部分大学生不能够及时就业,从而享受不到就业福利。研究福利三角下的大学生就业的社会福利问题有利于合理分配社会资源,使大学生融入社会摆脱排斥状态；有利于为大学生社会福利排斥问题提供制度保障；有利于促进社会和谐与稳定,建设人才强国。以大学生就业福利的现状为出发点,以社会排斥理论和福利三角理论为理论支撑,分析引出大学生在就业过程中所遭遇的福利排斥问题。本文主要采用文献分析法、问卷调查法和访谈法的研究方法,通过问卷调查出的客观数据和质性访谈的结果进一步佐证大学生就业的社会福利排斥问题,研究结果发现部分大学生在就业过程中不同程度上会遭遇劳动力市场的福利排斥以及政府制度的福利排斥这一客观事实即双重排斥的风险,市场性社会福利排斥具体体现在失业、就业歧视、在职贫穷；制度上的社会福利排斥具体体现在户籍制度与体制就业的排斥以及社会保障制度层面的部分缺失所造成的大学生被福利刚性所排斥针对上述问题,本文基于福利三角模型的视角,从政府、市场和家庭三个层面试图构建大学生社会福利支持路径来解决大学生就业社会福利排斥问题,缓解就业压力,促进社会稳定与社会融合。
[Abstract]:With the change of college students' employment policy, the employment policy of "two-way choice, independent choice of employment" will promote the market for college students. In 2008, the employment situation of college students is more and more severe under the influence of the financial crisis. The scale of college graduates has been increasing. By 2015, the number of college graduates will reach 7.49 million, another record. Under the current pressure of employment. The market failure of social welfare security and the lack of government policies and systems make some college students unable to obtain employment in time. The research on the social welfare of college students' employment under the welfare triangle is conducive to the rational distribution of social resources and the integration of college students into the society to get rid of the state of exclusion; It is beneficial to provide institutional guarantee for the social welfare exclusion of college students; It is beneficial to promote social harmony and stability, to build a strong talent, to the employment welfare of college students as the starting point, with the social exclusion theory and welfare triangle theory as the theoretical support. This paper mainly uses the methods of literature analysis, questionnaire survey and interview to study the problem of welfare exclusion encountered by college students in the process of employment. Through the objective data and qualitative interviews, the social welfare exclusion of college students' employment is further confirmed. The results show that some college students will encounter the risk of double exclusion in the process of employment, which is the objective fact of labor market welfare exclusion and government system welfare exclusion. Market social welfare exclusion is embodied in unemployment, employment discrimination and working poverty; The exclusion of social welfare is embodied in the exclusion of the household registration system and the employment of the system, as well as the lack of part of the social security system, which results in college students being excluded from the above problems by the rigidity of welfare. Based on the perspective of the welfare triangle model, this paper attempts to construct the social welfare support path for college students from three levels: government, market and family to solve the problem of social welfare exclusion and ease the employment pressure. Promoting social stability and social integration.
