社保经办机构能力建设探究

【摘要】:社会保险经办机构是承载“病有所医、老有所养”等具体工作的部门,是法律、法规授权的劳动保障行政部门所属的专门办理养老保险、医疗保险、失业保险、工伤保险、生育保险等社会保险事务的工作机构。 社保经办机构能力的建设,是我国政府体制改革的一部分,也是社会保障体系完善的重要内容。社会保险经办机构能力建设不是简单的要编制、增加预算和技术改造,它必须与国家社会保障体系建设目标和服务型政府建设原则保持一致,进行组织创新和综合性改革。为了早日实现覆盖全民的社会保险和定型、稳定、可持续的发展目标,社会保险经办机构就应定位为服务型政府的执行机构,社保经办机构能力建设就必须亟待完善和发展。通过剖析社保经办机构现状,提出如何对社保经办机构进行整合和优化,将其管理职能和服务职能有机结合、有效控制,,以达到提高社保经办机构能力的预期目标。 全文除导言和结语外,共分为四个部分 论文的第一部分,从理论层面探讨了社会保险经办机构能力建设的概念、内容及其重要意义和作用。 论文第二部分通过分析阐述我国社会保险经办机构能力建设的现状及部分地区的实践情况、所取得的经验,揭示并分析我国社会保险经办机构能力建设存在的普遍问题及问题产生的原因。 论文第三部分是对济南市社会保险经办机构能力建设的实证研究。 论文第四部分结合《中华人民共和国社会保险法》的出台,从经办机构体系建设、经办服务建设、风险内控建设、信息平台建设、发展规划建设等五个方面提出对策建议,以实现有效提升经办机构能力建设、达到预期合理目标。
[Abstract]:Social insurance agencies are departments carrying specific work such as "medical care for illness, care for the elderly" and so on. They are specialized in handling old-age insurance, medical insurance, unemployment insurance, industrial injury insurance and so on, which belong to the administrative departments of labor security authorized by laws and regulations. A working institution for social security services such as maternity insurance. The building of the capacity of social security agencies is a part of the reform of the government system and an important part of the improvement of the social security system. Building the capacity of social insurance agencies is not a simple matter to compile, increase budgets and technical transformation. It must be consistent with the objectives of building a national social security system and the principle of service-oriented government building, and carry out organizational innovations and comprehensive reforms... in order to achieve the goals of social insurance and stereotyping, stability and sustainable development for all at an early date, The social insurance agency should be the executive organ of the service-oriented government, and the capacity-building of the social security agency must be improved and developed urgently. Through the analysis of the present situation of the social security agency, it is proposed how to integrate and optimize the social security agency. Combine its management function with service function organically, control effectively, in order to achieve the anticipated goal of improving the ability of social security agency. In addition to the introduction and conclusion, the full text is divided into four parts. In the first part of this paper, the concept, content, significance and function of capacity building of social insurance agencies are discussed theoretically. In the second part of the paper, through the analysis of the current situation of capacity building of social insurance agencies in China and the practical situation in some areas, the experience gained is discussed. This paper reveals and analyzes the common problems in the capacity building of social insurance agencies in China and the causes of the problems. The third part is an empirical study on the capacity building of social insurance agencies in Jinan. In the 4th part of the paper, combined with the introduction of the Social Insurance Law of the people's Republic of China, the author puts forward the countermeasures and suggestions from five aspects: the construction of the agency system, the construction of the agency service, the construction of internal risk control, the construction of the information platform, and the construction of the development plan. In order to effectively enhance the capacity of the agency building, achieve the desired reasonable objectives.
