社会保障视角下的大学生就业问题研究

【摘要】： 我国虽然已经完成了从社会转型期向社会建设期的转变,并且遇到了重要的战略机遇期,但是经济和社会发展中仍然存在一些突出的矛盾和问题。随着高等教育由精英教育转向大众教育,高校毕业生数量的逐年递增,带来了一系列的社会矛盾和问题,大学生就业难的问题已经成为人们关注的焦点。本文从社会保障的视角,探讨了大学生就业难的关键所在,着重分析了现存的大学生就业保障政策的不足;侧重考察了大学生失业现象以及这种现象产生的深层原因;调查了大学生就业保障具体的实施情况,进而分析了政策失效的原因;提出了在建构中国特色大学生就业保障体系时,应充分考虑将人的尊严与促进大学生就业相结合的原则。这些既是对现有大学生就业问题研究的完善与创新,也是为国家保增长、保民生、保稳定以及建立大学生就业保障制度献计献策,希望能在国家出台新一轮的大学生就业保障制度时提供一些建议和参考。
[Abstract]:Although China has completed the transition from social transformation to social construction, and has encountered an important strategic opportunity period, However, there are still some outstanding contradictions and problems in economic and social development. With the transition of higher education from elite education to mass education, the number of college graduates is increasing year by year, which has brought a series of social contradictions and problems. The difficult employment of college students has become the focus of attention. From the perspective of social security, this paper discusses the key to employment difficulties of college students, analyzes the shortcomings of the existing employment security policies for college students, and focuses on the phenomenon of unemployment of college students and the underlying causes of this phenomenon. This paper investigates the specific implementation of employment security for college students, and then analyzes the reasons for the failure of the policy, and puts forward that when constructing the employment security system for college students with Chinese characteristics, The principle of combining human dignity with the promotion of employment of college students should be fully considered. These are not only the perfection and innovation of the existing research on the employment of college students, but also the protection of growth and livelihood for the country. It is hoped that some suggestions and suggestions can be provided when the country promulgates a new round of employment security system for college students.
