【摘要】：正建设法治政府的关键在于公职人员要遵法、学法、守法、用法。建设法治政府有法律的立法问题,有条件的创设问题,但是对于法治政府建设的主体来讲,就是公务员、公职人员,要真正的遵法、学法、守法、用法。在行政管理的过程当中,我的感受是,一半的时间在按照法定的职权在行使职权,一半的情况在与人治的管理状况、管理线上作斗争。比如,机关事业单位养老保险按照社会保险法,这是一个全民社保、平等体现全民公平的一个很好的法律,但是实施起来,却花了一年时
