中央国家机关离退休干部养老保障研究

【摘要】:离退休干部是我国老龄人口中的一个特殊群体,他们在缔造新中国、捍卫新中国的艰苦斗争中,在建设新中国、发展新中国的伟大征程上,建立了不可磨灭的历史功劳,发挥了中坚和骨干作用;他们是人民共和国的奠基者、社会主义事业的建设者、改革开放和社会主义现代化的开拓者。党和国家领导人历来重视离退休干部工作,强调离退休干部是党和国家的宝贵财富,是我们党的重要执政资源,是全面建成小康社会的重要政治力量,要全面做好离退休干部工作。随着我国老龄化社会的加剧,中央国家机关离退休干部队伍正发生着深刻的变化,离休干部整体进入“双高期”(高龄、高发病期),退休人员数量不断增加,“空巢”、独居、失能半失能、生活困难离退休干部比例越来越大,高龄化也使得养老服务、医疗保健、精神慰藉等需求更加凸显,而封闭又分散的单位养老模式已满足不了离退休干部的需求。近几年来,建立个性化的养老保障制度的呼声越来越强烈。本文通过分析国内和国外公职人员养老保障方面的研究现状,阐释了离退休干部、中央国家机关离退休干部、养老保障、中央国家机关养老保障等名词的含义,回顾分析了社会保障理论、多元福利理论和马斯洛需求层次理论,分析了中央国家机关离退休干部养老保障现状、存在问题和产生这些问题的原因,介绍了国外公职人员养老保障的现状及可供借鉴的经验,并从完善法律法规和保障机制、建立多层次养老保障体系、提高中央国家机关离退休干部社会化管理程度、建立政府购买服务制度四个方面提出了具体的建议和实施措施。
[Abstract]:Retired cadres are a special group of the elderly in our country. They have established indelible historical contributions in the arduous struggle to build and defend the new China, and in the great journey of building and developing the new China. They are the founders of the people's Republic, the builders of the socialist cause, and the pioneers of reform, opening up and socialist modernization. Party and state leaders have always attached importance to the work of retired cadres. It is emphasized that retired cadres are the precious wealth of the party and the country, an important ruling resource of our party, an important political force to build a well-off society in an all-round way, and that we should do a good job in the work of retired cadres. With the aggravation of the aging society in our country, The contingent of retired cadres of central government organs is undergoing profound changes. Retired cadres have entered the "double high stage" (old age, high incidence of illness), and the number of retirees has been increasing, "empty nests," living alone, and being incapacitated and semi-incapacitated as a whole. The proportion of retired cadres with difficulties in life is getting larger and larger, and the old age also makes the needs of old-age services, medical care, and spiritual comfort more prominent, and the closed and scattered unit pension model has not been able to meet the needs of retired cadres. In recent years, The voice of establishing individualized old-age security system is becoming stronger and stronger. This paper, by analyzing the current situation of the research on the pension security of public officials at home and abroad, explains the retired cadres, the retired cadres of central government organs, the old-age security, the retired cadres of central government organs, and the old-age security. The meaning of the term "old-age security" in central government organs is reviewed and analyzed, including the theory of social security, the theory of pluralistic welfare and Maslow's theory of hierarchy of needs, and the present situation of old-age security for retired cadres of central state organs. The existing problems and the causes of these problems are introduced in this paper. The present situation and experience of pension security for public officials abroad are introduced, and the multi-level pension security system is established by perfecting laws, regulations and security mechanisms. This paper puts forward concrete suggestions and implementation measures in four aspects of improving the socialized management of retired cadres in central state organs and establishing the system of government purchase services.
