北票市城镇化进程中失地农民利益保障存在的问题与对策

【摘要】：对广大农民而言,土地就像他们的衣食父母,是他们最基本的生产生活资料,起着保障他们生产和生活的双重作用。如果农民一旦失去了土地,相应的权益如果得不到保障,便会面临一系列的生活问题。在我国,农民人数还相对较多,如果农民的权益和利益不能够得到很好的保障,很容易激发社会矛盾,严重制约城镇化进程的推进,而且会对小康社会的顺利实现造成巨大的影响。因此,关注失地农民,保障失地农民的权益,维护失地农民的利益,成为我们当前急需解决的一个重要现实问题。本文在城镇化理论、经济学理论等理论基础之上,分析了失地农民利益保障存在的问题,并对问题产生的原因进行了深刻的剖析,针对其原因最后提出了保障失地农民利益的对策建议。本文在写作的过程中,以城镇化为研究背景,并以北票市台吉镇宋杖子村失地农民为研究对象,对失地农民诸多问题中的利益保障问题这一重要的组成部分,进行了详细的阐述。首先,对城镇化和失地农民的概念进行了阐述,并且分析了近年来城镇化进程加快的原因以及城镇化加快所带来的积极作用和在城镇化进程中一个新的群体——“失地农民”大量产生的原因,分析了城镇化进程中失地农民产生的阶段、分布状况和规模,得出了导致失地农民利益保障问题产生的直接原因是城镇化进程的推进。其次,针对我国失地农民利益保障问题的普遍性和严重性,深入剖析了城镇化进程是如何导致失地农民利益受到侵犯的,为解决失地农民利益保障问题提供了基础。最后,根据城镇化进程中失地农民利益保障存在的若干问题以及产生问题的具体原因提出针对性的可操作的建议,以此来保障失地农民的利益,并且为社会的和谐稳定提供保障。论文以案例分析的方式分析了辽宁省北票市台吉镇宋杖子村失地农民的利益保障问题,为更好地解决我们国家失地农民利益保障问题提供参考。
[Abstract]:To the majority of peasants, land is like their parents, their most basic means of production and livelihood, and plays a dual role in safeguarding their production and livelihood. If farmers lose their land, the corresponding rights and interests will not be protected. In our country, the number of peasants is relatively large. If the rights and interests of farmers are not well protected, it is easy to stimulate social contradictions and seriously restrict the advancement of urbanization. And it will have a great impact on the smooth realization of a well-off society. Therefore, we should pay close attention to the land-losing farmers, safeguard the rights and interests of land-losing farmers, and safeguard the interests of landless farmers. On the basis of the theories of urbanization and economics, this paper analyzes the problems existing in the protection of the interests of landless farmers, and makes a deep analysis of the causes of the problems. In the process of writing, the author takes urbanization as the research background, and takes the land-lost peasants of Songchangzi Village, Taiji Town, Beipiao as the research object. This paper expounds in detail the important part of the protection of the interests of land-lost farmers. Firstly, the concepts of urbanization and land-lost farmers are expounded. And it also analyzes the reasons for the acceleration of urbanization in recent years, the positive role brought by the acceleration of urbanization and the large number of "land-lost farmers", a new group in the process of urbanization. This paper analyzes the stage, distribution and scale of land-lost farmers in the process of urbanization, and concludes that the direct cause of the problem is the advancement of urbanization. In view of the universality and seriousness of the problem of the protection of the interests of the landless peasants in our country, this paper analyzes in depth how the process of urbanization leads to the infringement of the interests of the peasants who have lost their land, and provides a basis for solving the problem of the protection of the interests of the peasants who have lost their land. According to the problems existing in the protection of the interests of the land-lost farmers in the process of urbanization and the specific reasons for the problems, this paper puts forward some practical suggestions to protect the interests of the landless peasants. And to provide a guarantee for social harmony and stability. This paper analyzes the interests of land-lost farmers in Songchangzi Village, Taichang Town, Beipiao City, Liaoning Province by a case study. In order to better solve the interests of farmers lost land in our country to provide a reference.
