创新驱动战略背景下广西新型城镇化的发展路径研究

【摘要】：我国乃至整个亚太地区的经济发展,如果单纯的依靠财政刺激政策和非常规的货币政策来促进经济的增长是不可持续的,创新驱动发展战略提出以后,各级政府对党中央提出的发展战略都做了积极的响应,并且不断推出新政去确保创新驱动发展战略的实施,为经济发展提供持久动力。广西城镇化发展不再是依靠人口红利、土地红利、丰富的资源等简单的要素,或者是要素的简单堆积作为经济的发展动力,这是一种粗放的发展模式,新型城镇化发展更多的是人的城镇化,广西新型城镇化发展以创新驱动作为新的发展动力,不断地优化产业结构、改善发展环境、落实发展政策,促进经济增长。本文提出创新驱动发展战略应从科技、制度、文化和人力资本四个方面实施,创新驱动已经成为推动经济发展的一个重要动力,在推动广西新型城镇化发展的同时,存在制度体系滞后、城镇产业科技含量低、新型城镇文化保护意识淡薄、城镇教育资源和专业性人才欠缺等问题阻碍新型城镇化的进一步发展。文章最后提出破除城乡二元户籍制度、积极引导农民落户城镇、完善土地产权结构、促进土地经营流转落实社会保障制度;加强城镇基础设施建设、打造文化内涵城镇、加强区域特色文化建设;增加科技创新投入、优化科技创新环境、加强科技融入城镇基础设施、大力引进科技型人才、完善人才配套设施等政策建议。
[Abstract]:If the economic development of our country and even the whole Asia-Pacific region is not sustainable if we simply rely on fiscal stimulus policies and unconventional monetary policies to promote economic growth, the innovation-driven development strategy has been put forward.Governments at all levels have responded positively to the development strategies put forward by the CPC Central Committee, and have constantly introduced new policies to ensure the implementation of innovation-driven development strategies and to provide lasting impetus for economic development.The development of urbanization in Guangxi no longer depends on simple elements such as demographic dividend, land dividend, rich resources, or simple accumulation of elements as the driving force of economic development. This is a kind of extensive development model.The development of new-type urbanization is more human urbanization. The new urbanization development of Guangxi takes innovation as the new driving force of development, constantly optimizes the industrial structure, improves the development environment, implements the development policy, and promotes the economic growth.This paper puts forward that the strategy of innovation-driven development should be implemented from the four aspects of science and technology, institution, culture and human capital. Innovation driving has become an important driving force to promote economic development. At the same time, it promotes the development of new urbanization in Guangxi.Some problems such as lagged system, low science and technology content in urban industry, weak consciousness of cultural protection in new cities and towns, lack of educational resources and professional talents in cities and towns are hindering the further development of new urbanization.Finally, the article proposes to break the dual household registration system between urban and rural areas, actively guide farmers to settle in towns, perfect the structure of land property rights, promote the circulation of land management and implement the social security system, strengthen the construction of urban infrastructure, and create towns with cultural connotations.To strengthen the construction of regional characteristic culture, to increase the input of scientific and technological innovation, to optimize the environment of scientific and technological innovation, to strengthen the integration of science and technology into urban infrastructure, to introduce scientific and technological talents vigorously, and to perfect the supporting facilities of talents, etc.
