包头稀土高新区社区治理转型研究

【摘要】：社区是社会的基本单元,随着社会生活多元化发展,由传统经济背景下所形成的单位本位体制正慢慢瓦解,社会保障在基层的载体从工作单位过渡到了所居住生活的社区,社会的有效组织与活动方式的结构,由单位结构转向社区结构,人在日常生活当中的基本角色也由“单位人”转向“社区人”。社区在城市建设和管理中的地位不断提高,以替代单位制身份出现的城市社区建设,被推向社会治理的前沿。本文首先界定了与社区治理相关的几个概念,介绍了国内几种社区治理比较先进的实践模式。以包头稀土高新区友谊社区为例,对社区治理改革运行现状进行简要分析,找出目前社区治理普遍存在的问题,并逐一对问题进行梳理。从传统社会管理思维、制度设计缺陷等角度出发,分析目前社区治理问题产生的最主要原因,并提出当前社区治理创新应该努力尝试的方向,例如主体创新、客体创新、管理方法创新,尤其是在管理方法创新方面,应推行居民的网格化管理及服务,在服务过程中引入责任倒查机制,并以完备的评价及监督机制保障“服务到位,责任到人”。以多元主体在社区治理中的作用为基础,提出合理构建政府、市场、社会组织多元主体合作机制。提出在实践过程中要注意政府治理和社会自我调节、居民自治良性互动；鼓励和支持社会组织参与社区治理,激发社会活力；更加注重在社区治理过程中引导公众参与。以友谊社区实践为依托,提出在社会组织发展弱势的基本前提下,要达到政府行为、市场机制和自组织治理三维度的统一,可以尝试在以下四个方面取得突破：一是培养公民意识,鼓励居民参与社区事务；二是培育引导社区社会组织(包括志愿服务组织)；三是引入专业的社会服务机构；四是积极搭建政府与其它治理主体良性互动平台。
[Abstract]:Community is the basic unit of society. With the diversified development of social life, the unit standard system formed under the background of traditional economy is gradually disintegrating. The carrier of social security at the grass-roots level has transitioned from working unit to living community.The structure of effective organization and activity of society changes from unit structure to community structure, and the basic role of human in daily life also changes from "unit person" to "community person".The status of community in urban construction and management has been improved constantly, and the construction of urban community as a substitute for the identity of unit system has been pushed to the forefront of social governance.This paper first defines several concepts related to community governance and introduces some advanced practice models of community governance in China.Taking the friendship community of Baotou rare earth high-tech zone as an example, this paper briefly analyzes the current situation of community governance reform, finds out the common problems in community governance, and combs the problems one by one.From the perspective of traditional social management thinking and system design defects, this paper analyzes the main causes of the current community governance problems, and puts forward the direction that the current community governance innovation should try hard, such as subject innovation, object innovation, etc.The management method innovation, especially in the management method innovation aspect, should carry out the resident's grid management and the service, introduces the responsibility reverse inspection mechanism in the service process, and guarantees "the service is in place, the responsibility to the person" with the complete appraisal and the supervision mechanism.Based on the role of multiple subjects in community governance, this paper puts forward a reasonable cooperation mechanism among government, market and social organizations.In the process of practice, we should pay attention to government governance and social self-regulation, residents autonomy benign interaction; encourage and support social organizations to participate in community governance, stimulate social vitality; pay more attention to guiding public participation in the process of community governance.Based on the practice of the friendship community, the paper puts forward that under the basic premise of the weak development of social organization, the unity of government behavior, market mechanism and self-organization governance should be achieved.We can try to make a breakthrough in the following four aspects: first, to cultivate civic awareness and encourage residents to participate in community affairs; second, to cultivate and guide community social organizations (including voluntary service organizations); third, to introduce professional social service organizations;Fourth, actively build the government and other governance bodies benign interactive platform.
