包头市失地农民社会保障问题的研究与思考

【摘要】：随着我国经济持续快速发展,城市规模不断扩大,各项城市建设和各类工业项目逐次展开。城市的迅速扩张和经济规模的不断放大造成了大量的农村土地被征用,随之出现了失地农民这一特殊群体。虽然失地农民在失去土地的同时能够得到失地安置补偿费,但随着有限的安置补偿费逐渐用完,失地农民将面临严峻的生存难题,养老问题与医疗问题等将摆在眼前,与失地农民关系密切的社会保障问题随之出现。社会保障是国家通过立法采取多种措施对国民收入进行分配和再分配,并形成专门的社会保障基金,对难以维持基本生活和遇有社会危境的社会成员,提供物质性援助。本文先从国内有关失地农民补偿安置政策及理论的研究入手,通过实地调查和比较研究的方法,提出了我国现行失地农民补偿安置和社会保障制度的实施效果,以及存在的问题,在全面建设小康社会和社会主义新农村的背景下,以包头市为例研究失地农民的社会保障问题。在分析包头市失地农民社会保障制度的现实状况的基础上,借鉴其他省市的成功经验,论述建立失地农民社会保障制度的理论依据。从社会经济发展角度,结合包头市现阶段失地农民的社会保障现状进行剖析与研究,指出存在的问题和不足。通过了解失地农民现阶段参保状况和财政支付能力等,从理论和实践结合的角度提出建立健全失地农民社会保障制度的政策性建议,特别要以养老保险、医疗保险、工伤保险、就业安置和未成年子女教育为内容,把这几种安置途径结合起来运用,以取代单纯的一次性货币补偿方式。分析建立和完善失地农民社会保障制度的必要性和可行性,并对失地农民社会保障制度的设计进行研究,提出切实可行的失地农民社会保障制度设计框架。
[Abstract]:With the sustained and rapid development of our economy and the expansion of urban scale, all kinds of urban construction and various industrial projects have been carried out one after another. With the rapid expansion of cities and the constant enlargement of economic scale, a large number of rural land has been expropriated, and a special group of land-lost farmers has appeared. Although land-lost farmers can get compensation for land loss at the same time, but with the limited resettlement compensation gradually used up, land-lost farmers will face severe survival problems, pension problems and medical problems will be in front of them. The social security problem which is closely related with the lost land farmer appears. Social security is a kind of national income distribution and redistribution adopted by the state through legislation and forms a special social security fund to provide material assistance to the members of society who are difficult to maintain their basic life and who are in social crisis. This paper begins with the domestic research on the policy and theory of compensation and resettlement of land-lost farmers, and puts forward the implementation effect of the current compensation and social security system of land-lost farmers through field investigation and comparative study. Under the background of building a well-off society and a new socialist countryside in an all-round way, this paper takes Baotou City as an example to study the social security problems of landless farmers. Based on the analysis of the reality of the social security system of the land-lost peasants in Baotou city and the successful experiences of other provinces and cities, this paper discusses the theoretical basis for establishing the social security system for the land-lost peasants. From the angle of social and economic development, this paper analyzes and studies the present situation of social security of landless peasants in Baotou City, and points out the existing problems and shortcomings. Through the understanding of the current insurance status and financial payment ability of landless farmers, this paper puts forward some policy suggestions for establishing and perfecting the social security system of land-lost farmers from the angle of combining theory and practice, especially with old-age insurance, medical insurance, industrial injury insurance, etc. Employment placement and minor children's education are combined to replace the one-off monetary compensation. This paper analyzes the necessity and feasibility of establishing and perfecting the social security system for landless peasants, studies the design of the social security system for land-lost peasants, and puts forward a feasible design framework of the social security system for land-lost peasants.
