呈贡大学城失地农民就业现状研究

【摘要】:呈贡大学城的失地农民为大学城的建设做出了很大的牺牲,政府、大学城各大高校和开发商有责任也有义务解决失地农民的各种生存问题,而失地农民的就业问题是目前最迫切需要解决的。本文对失地农民的社会保障现状、子女受教育现状和市民化现状进行了研究,发现呈贡大学城的失地农民在这三个方面都存在一定的问题,而产生这一问题最主要的原因就是失地农民的就业率较低、就业层次不高而导致的失地农民的收入水平跟不上目前城市日常生活消费水平的步伐,所以我认为就业现状应该是生存现状的核心。本文以呈贡大学城的失地农民作为研究对象,通过调查问卷和访谈的方式调研了呈贡大学城的568名失地农民,详细了解了他们详细的就业现状,发现呈贡大学城失地农民就业现状呈现出六个明显的特征:一、大部分从事非农职业;二、整体就业率不高;三、女性就业率低于男性就业率;四、失地农民求职渠道单一,就业信息获取难;五、工作强度大且收入低;六、就业层次低且稳定性差。在马克思主义相关理论的基础上,笔者通过主体层次分析法发现是政府、市场和失地农民自身这三个主体各自的原因共同导致了失地农民在就业过程中的几大问题。政府政策层面具体表现在征地补偿制度的不完善、就业服务体系的不完善、失业保险制度的不完善;市场层面主要表现在呈贡地区经济的欠发达、用地单位对劳动力吸纳能力的不足和当前严峻的就业形势;失地农民个人层面主要表现在就业观念的落后、整体素质偏低以及对非农就业的不适应。只有有效地解决了失地农民的就业问题,才能有效地改善失地农民的生存现状,在这一过程中政府应该发挥主导作用,不断完善征地补偿制度、完善失地农民的社会保障、完善失地农民就业服务体系、推进失地农民社区文化建设。市场也应该充分发挥其对失地农民就业的带动作用,加快本地区经济社会的发展必然能够创造更多的就业岗位,还要充分挖掘社区的就业潜能以更多的吸纳本地区失地农民实现就地就业。政府和市场充分发挥各自的作用只能提供更多更好的就业岗位,失地农民努力提高自身素质则是解决他们就业问题的内因,因此失地农民必须要转变自己的就业观念主动融入社会实现就业,同时还有提高自身的综合素质,在此前提下拓宽自己的求职渠道和信息获取源。
[Abstract]:The landless peasants in Chenggong University Town have made great sacrifices for the construction of the University City. The government, universities and developers in Chenggong University City have the responsibility and obligation to solve the various problems of the peasants' survival. At present, the employment problem of land-lost farmers is the most urgent need to be solved. This paper studies the present situation of social security, the education of children and the present situation of citizenship of land-lost farmers. It is found that there are some problems in all three aspects of land-lost farmers in Chenggong University City. The main reason for this problem is that the employment rate of landless farmers is relatively low, and the income level of landless peasants caused by the low level of employment cannot keep pace with the current level of daily living and consumption in cities. So I think the status quo of employment should be the core of the status quo. In this paper, 568 landless peasants in Chenggong University Town were investigated by questionnaire and interview, and their employment status was studied in detail. It is found that the present employment situation of landless peasants in Chenggong University City shows six obvious characteristics: first, most of them are engaged in non-agricultural occupations; second, the overall employment rate is not high; third, the employment rate of women is lower than that of men; fourth, the channels for seeking jobs for landless farmers are single. The employment information is difficult to obtain; fifth, the work intensity is high and the income is low; sixthly, the employment level is low and the stability is poor. Based on the theory of Marxism, the author finds that the three main causes of the government, the market and the landless farmers themselves have led to several problems in the employment process of the landless peasants. The government policy level is manifested in the imperfect land requisition compensation system, the imperfect employment service system, the imperfect unemployment insurance system, and the market level is mainly reflected in the underdevelopment of the economy in Chenggong region. The shortage of land units' ability to absorb labor force and the severe employment situation at present, the individual level of landless farmers mainly displays in the backward concept of employment, the low overall quality and the unsuitable for non-agricultural employment. Only by effectively solving the employment problem of landless farmers, can we effectively improve the living conditions of landless farmers. In this process, the government should play a leading role, constantly improve the compensation system for land requisition, and improve the social security of landless farmers. We will improve the service system for the employment of landless farmers and promote the cultural construction of landless farmers' communities. The market should also give full play to its role as a driving force in the employment of landless farmers, and accelerate the economic and social development of the region, which will inevitably create more jobs. We also need to fully tap the employment potential of the community in order to absorb more local landless farmers to achieve local employment. The government and the market can only provide more and better jobs by giving full play to their respective roles, while landless farmers' efforts to improve their own quality are the internal reasons for solving their employment problems. Therefore, landless farmers must change their concept of employment and actively integrate into society to achieve employment, and at the same time, improve their own comprehensive quality, and broaden their own employment channels and sources of information under this premise.
