隆回县农业技术推广体系建设的探讨

【摘要】：随着现代农业和社会主义新农村建设步伐不断加快,当前农业技术推广体系相对滞后,严重制约了农业生产的发展,为适应经济发展的新常态,按照稳粮增收,提质增效,创新驱动的总要求,积极探索新时期隆回县农业技术推广体系,以适应新时期农业农村工作发展的需要。本研究采取进行专题调研、召开座谈会和发放调查问卷等方式,收集了相关部门的意见,走访调查了农业企业、示范基地、科技示范户等,分析了全县农业技术推广体系的现状及存在的问题。①隆回县基层农技推广机构设置情况及存在的问题主要有年龄结构老化,且已出现断层现象,第一学历是农学专业的30岁以下的人员无；学历结构不合理,全日制本科占1.7%、大专1.4%、中专学历36.9%；农学类专业人员多达62%,其它专业人员10%以下,甚至个别专业缺人。②管理机制存在的问题主要有县级业务主管部门对乡镇农技推广管理机构的管理只是业务上的指导,行政上属于乡政府管理；人才交流不活；人才引进困难。③在社会保障方面存在的问题主要有农业技术推广人员收入水平偏低,队伍人心不稳；工资收入偏低,维持生计艰难；经费保障困难,新技术推广资金贫乏；政策保障滞后,相关待遇落实难；法律保障乏力,合法权益被侵犯。针对隆回县农业技术推广体系的存在问题提出解决建议,①从加强农技推广体系建设方面提出了要强化县级农技推广中心建设,加强区域和乡、镇农技推广站建设；加快农村合作经济合作组织和农民专业合作社建设步伐；大力培育农业科技示范户的建议。②创新农技推广运行机制方面提出了创新考评机制；创新推广方式；改革分配制度的建议。③加强农技推广队伍建设方面提出了稳定农技推广队伍,不断引进人才,培养后备力量的建议；提升服务能力,加强服务条件建设,提升基层农技推广人员素质的建议。④强化保障机制方面提出了政策保障上对现有专业技术人员要建立激励机制,对新引进人才要建立人才引进基金；经费保障上要保证必要农业技术推广必要的试验示范培训等经费。
[Abstract]:With the accelerating pace of modern agriculture and the construction of new socialist countryside, the current agricultural technology extension system is relatively lagging behind, which seriously restricts the development of agricultural production. In order to adapt to the new normal of economic development, in order to adapt to the new normal of economic development, we should increase grain income and increase quality and efficiency in accordance with the new economic development. In order to meet the needs of the development of agricultural rural work in the new period, we should actively explore the agricultural technology extension system of Longhui County in the new period. In this study, we conducted special research, held symposia and distributed questionnaires, collected the opinions of relevant departments, and visited agricultural enterprises, demonstration bases, scientific and technological demonstration households, etc. The present situation and existing problems of the agricultural technology extension system in the whole county are analyzed. The setting up of the basic level agricultural technology extension organization and the existing problems in Longhui County are mainly the aging of the age structure and the phenomenon of fault. The first degree is that there are no persons under 30 years of age in the major of agronomy; the educational structure is unreasonable; the full-time undergraduate degree accounts for 1.7%, the junior college is 1.4, the technical secondary school degree is 36.9%; the agricultural professional personnel are as many as 62%, and the other professionals are less than 10%. Even the problems existing in the management mechanism of individual specialty lack of personnel mainly include that the management of township agricultural technology extension management organization by the competent department of county-level business is only the guidance of business and belongs to the management of township government administratively, the exchange of talents is not active; The main problems in social security include low income level of agricultural extension workers, unstable people in the ranks, low wage income and difficult livelihood, difficult financial support and poor funds for new technology extension; The policy guarantee lags behind, the related treatment is difficult to carry out, the legal protection is weak, the legal rights and interests are infringed. In view of the existing problems of agricultural technology extension system in Longhui county, the paper puts forward some suggestions on strengthening the construction of agricultural technology extension system at county level, strengthening the construction of agricultural technology extension center at county level, and strengthening the construction of regional and township agrotechnical extension stations. Speeding up the construction of rural cooperative economic organizations and farmers' specialized cooperatives, vigorously cultivating the agricultural science and technology demonstration households' suggestion .2, innovating the operational mechanism of agricultural technology extension, putting forward the innovative evaluation mechanism, innovating the way of extension; Suggestions on reforming the Distribution system and strengthening the Construction of the Agricultural Technology extension team, the suggestions are put forward to stabilize the agricultural technology extension team, to continuously introduce talents, to train the reserve force, to enhance the service capacity and to strengthen the construction of service conditions. Suggestions for improving the quality of Grass-roots Agricultural extension personnel. 4. In terms of strengthening the guarantee mechanism, the paper puts forward the following points: to establish the incentive mechanism for the existing professional and technical personnel, and to establish the talent introduction fund for the new talents; Funds to ensure the necessary agricultural technology extension of the necessary pilot training and other funds.
