中国特色社会保障事业的发展:主要成就与未来方向

【摘要】：经过改革开放以来30多年的建设与完善,中国社会保障事业借助自上而下的政策供给,实现了从制度全覆盖到人员全覆盖的历史性跨越,完成了基本普惠这一战略目标。不仅如此,中国社会保障还实现了支出水平与经济发展同步这一目标,政府逐步加大社会保障财政支出,人民健康水平特别是预期寿命稳步提高,人民群众对社会保障制度的满意程度较高,充分显示出政府着力改善民生、努力实现发展成果与人民共享的施政理念及施政行动。另外,社会保障改革坚守底线公平与基础普惠,致力于精准扶贫,体现出"保障基本生活需要"的内在本性,使之向着更加公平、可持续的方向迈进,从而走出一条具有中国特色的社会保障道路。
[Abstract]:After more than 30 years of construction and improvement since the reform and opening up, China's social security enterprise has realized the historic leap from full system coverage to full personnel coverage with the aid of top-down policy supply, and has completed the strategic goal of basic inclusion. Moreover, China's social security has achieved the goal of synchronizing the level of expenditure with economic development. The government has gradually increased the expenditure on social security, and the people's health level, especially their life expectancy, has steadily increased. The people's satisfaction with the social security system is quite high, which fully shows that the government is making great efforts to improve the people's livelihood and strive to realize the administrative concept and action of the development fruits shared with the people. In addition, social security reform adheres to bottom line equity and basic inclusiveness, and is committed to poverty alleviation with precision, reflecting the inherent nature of "ensuring basic needs for living" and making it move towards a fairer and more sustainable direction. In order to walk out of a social security road with Chinese characteristics.
