基于农村土地流转的农民工基本公共服务均等化问题研究

【摘要】：如何通过农村土地流转来实现农民工基本公共服务均等化,对于促进我国农业转移人口市民化具有重要意义。农民工基本公共服务均等化是让农民工在教育、医疗、住房、社会保障等方面与城镇户籍居民享受同等待遇的过程。同时,使其在农村的承包地、宅基地等方面权益得到合理妥善的转移安置。但目前我国农民工基本公共服务的供给长期不到位,农村土地的社会保障功能不断强化,严重制约了农村土地大规模流转。为完善农村土地流转制度以促进农民工基本公共服务均等化,本文提出了明晰农村土地产权主体,规范农村土地流转市场,健全相关法律法规,加快农村发展、完善农民工基本公共服务等实现路径。
[Abstract]:How to realize the equalization of basic public services of peasant workers through rural land circulation is of great significance to promote the urbanization of agricultural transfer population in China. The equalization of basic public services for migrant workers is a process in which migrant workers enjoy the same treatment as urban residents in education, medical treatment, housing, social security and so on. At the same time, it in rural contracted land, homestead and other aspects of the rights and interests to a reasonable and appropriate transfer. However, at present, the supply of basic public services for migrant workers in our country has not been in place for a long time, and the social security function of rural land has been continuously strengthened, which has seriously restricted the large-scale circulation of rural land. In order to improve the system of rural land circulation to promote the equalization of basic public services for rural migrant workers, this paper proposes to clarify the main body of rural land property rights, standardize the rural land transfer market, improve relevant laws and regulations, and accelerate rural development. Improve the basic public services of migrant workers and other ways to achieve.
