理解人类命运共同体的三个重要层面

【摘要】：在国际关系理论视角下对构建"人类命运共同体"新理念的审视,有助于我们更清楚地理解,它是一个包括核心理念或愿景、理论话语或战略、主要制度化展现或策略举措等不同层面的十分复杂的系统性整体。就此而言,我们必须清醒认识到,"人类命运共同体"新理念显然还处在一个初创性的阶段。"一带一路"战略是我国政府自改革开放以来首次明确提出的具有重大国际或区域影响的(经济)外交策略。这就意味着,我们不仅需要自觉意识到其与20世纪90年代初所采取的"韬光养晦"战略的明显不同,而且必须主动考虑到该战略的实施推进几乎必然会带来的经济本身之外的国际关系与社会政治影响。更重要、但也更具挑战性的是,要想使"一带一路"战略成为构建"人类命运共同体"这一核心理念及其话语或战略的标志性实践,我们就必须充分考虑它们彼此之间的内在契合性或一致性。
[Abstract]:From the perspective of international relations theory, it is helpful for us to understand more clearly that the new concept of constructing "human destiny community" is a core idea or vision, theoretical discourse or strategy. A very complex systemic whole at different levels, such as the main institutionalized presentation or strategic initiatives. In this regard, we must be aware of it. The new concept of "the Community of Human Destiny" is obviously still in its infancy. The "Belt and Road" strategy is the first explicitly put forward by the Chinese government since the reform and opening up to the outside world and has a significant international or regional impact (economy). Diplomatic strategy. That means. Not only do we need to be conscious of the obvious differences from the strategy of "hiding one's strength and keeping one's depth" adopted at the beginning of 1990s. It is also important to take the initiative into account the international relations and socio-political implications of the implementation of the strategy beyond the economy itself... more important, but more challenging. In order to make the "Belt and Road" strategy become the core idea of constructing "human destiny community" and its words or strategies, we must consider their internal agreement or consistency.
