“一带一路”背景下中国与湄公河国家产能合作:制约因素与发展途径

【摘要】:近年来,中国经济步入"新常态",产业结构面临巨大的转型优化升级压力,国际产能合作日益受到重视,如何推进中国与沿线国家产能合作已成为"一带一路"实施的焦点。柬埔寨、老挝、缅甸、泰国、越南等湄公河五国是中国"一带一路"沿线的关键节点国家,被定位为中国"一轴两翼"国际产能合作布局中的"主轴"重点国家,新成立的"澜湄机制"为"一带一路"倡议在湄公河地区实现突破形成重要的战略支撑。目前,产能合作已纳入该机制五大优先合作方向,但次区域产能合作还面临诸多制约。从国际产能合作的内涵出发,梳理中国与湄公河国家产能合作的发展与面临的制约,提出进一步发展的途径,即通过机制构建、需求对接、产业聚集平台、早期收获项目等多种途径来推进次区域产能合作尽快取得实质性成效,从而为澜湄合作及"一带一路"倡议在次区域加快落实服务。
[Abstract]:In recent years, China's economy has entered the "new normal", and the industrial structure is facing tremendous pressure of transformation, optimization and upgrading, and international capacity cooperation has been paid more and more attention. How to promote capacity cooperation between China and the countries along the route has become the focus of the implementation of "Belt and Road." Cambodia, Laos, Myanmar, Thailand, Vietnam and other Mekong five countries are key node countries along China's "Belt and Road." The newly established "Lanmae Mechanism" is an important strategic support for the "Belt and Road" initiative to achieve a breakthrough in the Mekong region. At present, Production capacity cooperation has been included in the five priority cooperation directions of the mechanism, but sub-regional capacity cooperation still faces many constraints. From the connotation of international capacity cooperation, the development and constraints of capacity cooperation between China and Mekong countries are reviewed. Put forward ways to further develop, that is, promote subregional productivity cooperation through various ways, such as mechanism construction, demand docking, industrial agglomeration platform, early harvest projects, and so on, to achieve substantial results as soon as possible. Thus for Lan Mei cooperation and "Belt and Road" initiative in the subregion to speed up the implementation of services.
