国内外陆港发展比较研究

【摘要】:陆港,作为内陆地区具有港口功能的物流节点,是促进区域平衡发展、推动国际贸易的重要平台。尤其在我国“一带一路”战略背景下,为了连接中国和亚太、欧洲经济圈,陆港不仅是实现沿海沿边和内陆衔接的主要桥梁,也是将区域贸易推向全球的重要引擎。但各国在陆港的规划、建设及发展上,互不相同,各具特色。因此,将国内外陆港形成、陆港运营和陆港政策进行比较,并结合我国国情得到启示是一项紧迫课题。本文选取国内外陆港发展比较研究这一课题,针对陆港的形成、运营和政策进行国内外比较探究。通过这些探究,力求提炼出适合我国陆港建设的经验启示,为我国内陆地区的陆港发展提供理论指导和经验借鉴。本文采取了“总分总”的结构,以国内外陆港发展现状为背景,从三个维度展开国内外差异比较:陆港的形成、陆港的运营、陆港的政策。最后得出了陆港的建设启示。全文除了绪论和结论展望,中心内容分为三部分:第一部分(本文第二章),此章总结了发达国家(主要以美国、欧洲为代表)和我国的国内外陆港发展现状,介绍了美国、欧洲及我国陆港的宏观发展现状及典型陆港案例。这部分通过对国内外陆港信息的收集,清晰呈现出国内外的陆港发展水平,以及当前国内外的陆港建设差异。第二部分(本文的第三、四、五章),这部分以陆港的陆港的规划(形成)--陆港的建设(运营)--陆港的发展(政策)为主线,结合国内外陆港案例进行了比较研究。其中,陆港形成从功能定位、形成基础及区位选址三方面进行了划分;陆港运营从运营主体及物流运营两个维度上进行了划分;陆港政策从支持、管理及监督政策上进行了划分。第三部分是本文的第六章,此章结合了国内外陆港的形成、运营及政策的比较研究,并从中提炼出我国陆港建设的经验启示。
[Abstract]:Dry ports, as logistics nodes with port functions in inland areas, are important platforms for promoting regional balanced development and promoting international trade. Especially in the context of China's "Belt and Road" strategy, in order to link China and the Asia-Pacific, Europe's economic circle, Dry ports are not only the main bridge to link the coastal border with the inland, but also the important engine to push regional trade to the world. However, the planning, construction and development of dry ports are different and have their own characteristics. It is an urgent task to compare the formation of dry ports, the operation of dry ports and the policies of dry ports at home and abroad, and to get enlightenment from the situation of our country. In this paper, we select the domestic and foreign dry ports to compare the development of dry ports, and aim at the formation of dry ports. The operation and policy are comparatively explored at home and abroad. Through these explorations, the author tries to extract the inspiration from the experiences suitable for the construction of dry ports in China. This paper adopts the structure of "total total score", taking the present development situation of dry ports at home and abroad as the background, and compares the differences between domestic and foreign countries from three dimensions: the formation of dry ports, the formation of dry ports, the development of dry ports, the development of dry ports, the development of dry ports and the development of dry ports at home and abroad. In addition to the introduction and outlook, the main content of the paper is divided into three parts: the first part (the second chapter of this paper, this chapter summarizes the developed countries (mainly the United States, the United States), Europe as the representative) and China's domestic and foreign dry port development status quo, introduced the United States, Europe and China's dry port macro development status and typical dry port cases. This part through the collection of dry port information at home and abroad, Clearly showing the development level of dry ports at home and abroad, as well as the current domestic and foreign differences in dry port construction. Part two (the third, fourth, Chapter five, this part of the dry port planning (formation of dry port construction (operation of dry port development (policy)) as the main line, combined with domestic and foreign cases of dry port, among which, the formation of dry ports from the functional orientation, The formation basis and location location are divided; the dry port operation is divided from two dimensions: the main body of operation and the logistics operation; the policy of dry port is divided into support, management and supervision policies. The third part is the 6th chapter of this paper. This chapter combines the comparative study of the formation, operation and policy of dry ports at home and abroad, and extracts the experience and enlightenment of dry port construction in China.
