从人才流失到人才获得——“一带一路”沿线国家的机遇与挑战

【摘要】:人才流失、人才获得和人才循环,分别代表着一国或地区人才发展的不同历史阶段。"一带一路"倡议提出后,中国将有望从传统的人才流失大国向人才流失与人才获得逐渐平衡的方向发展。而"一带一路"沿线国家和地区,作为传统的人才流失地,也有望逐渐实现从人才流失到人才获得再到人才循环的良性发展。这一过程中,沿线国家既迎来重大的战略性发展机遇,也面临着新旧挑战,中国应凸显"一带一路"倡议的共享发展理念,真正促进"一带一路"新兴学术劳动力市场的建设与完善,促进学术人才在沿线国家和地区的良性流动,促进高等教育发展由中国梦走向世界梦,在帮助沿线国家实现人才造血功能的同时,继续展现负责任大国的形象。
[Abstract]:Brain drain, talent acquisition and talent circulation represent the different historical stages of a country's or a region's talent development. After the "Belt and Road" proposal was put forward, China is expected to move from a traditional large country of brain drain to a direction of gradual balance between brain drain and talent gain. And countries and regions along the route of "Belt and Road", as the traditional places of brain drain, It is also hoped that the healthy development from brain drain to talent acquisition to talent cycle will gradually be realized. In this process, the countries along the route face both major strategic development opportunities and new and old challenges. China should highlight the concept of shared development proposed by "Belt and Road", promote the construction and perfection of the new academic labor market, and promote the healthy flow of academic talents in the countries and regions along the route. To promote the development of higher education from Chinese Dream to the world dream, to help countries along the line to achieve the function of hematopoiesis, while continuing to show the image of a responsible country.
