淮海城市群战略定位与协同发展途径及措施

【摘要】：淮海城市群处于"一带一路"交汇点的地理位置,促进这一城市群持续快速健康发展,有利于发挥其作为我国东中西联动发展重要纽带、国家"两横三纵"城市化战略格局重要支点的巨大作用。文章梳理了学术界、政府界对淮海城市群的相关论述,分析了淮海城市群协同发展具有的主要优势及面临的严峻挑战;顺应全球化发展大趋势和体现国家实施区域发展总体战略要求,基于城市群协同发展的龙头效应、聚合效应、放大效应,明确了淮海城市群发展的战略定位;最后,从提升整体功能角度提出了加快淮海城市群协同发展的关键途径及重点措施,主要包括:加快推进产业、基础设施、要素市场、公共服务、生态环境、体制机制等6个方面一体化建设,以及将淮海城市群协同发展上升为国家战略,加强顶层设计和规划引领,主动参与国家"一带一路"建设,积极向上争取支持政策。
[Abstract]:The Huaihai urban agglomeration is located at the intersection of "Belt and Road", which promotes the sustained, rapid and healthy development of the urban agglomeration and is conducive to its development as an important link between East and West. This paper analyzes the major advantages and severe challenges of the coordinated development of Huaihai urban agglomeration in the academic and governmental circles. According to the trend of globalization and the overall strategic requirement of national regional development, based on the leading effect, agglomeration effect and amplification effect of urban agglomeration, the strategic orientation of Huaihai urban agglomeration is clarified. From the angle of promoting the whole function, the paper puts forward the key ways and key measures to accelerate the coordinated development of Huaihai urban agglomeration, including: speeding up the promotion of industry, infrastructure, factor market, public service, ecological environment, etc. Institutional mechanism and other six aspects of integration construction, as well as the Huai Hai urban agglomeration coordinated development into a national strategy, strengthen top-level design and planning guidance, actively participate in the national "Belt and Road" construction, actively strive for support policies.
