中国海外劳工安全供给模式转型——基于公共产品理论的视角

【摘要】:海外劳工安全保护是我国海外利益的重要组成部分,是"一带一路"倡议能否持续推进的关键,也是对我国政府的执政能力与治理能力的巨大考验。在我国海外利益迅速拓展与广泛延伸的新环境下,非传统安全威胁带来的挑战日益增加,海外劳工的安全供需出现真空地带。本文首先指出中国海外劳工安全供给模式逐渐失灵:供给内容片面、供给模式单一、供给主体不明确。其次,本文认为可在"海外劳工安全是一类准公共产品"的假设基础上拓展海外劳工安全供给主体、完善海外劳工安全供给内容。本文还提出了海外劳工安全供给模式的四种模式:以政府为主导的传统供给模式、以市场为主导的商业供给模式、以第三部门为主导的社会供给模式和以政府间国际组织为主导的国际供给模式。
[Abstract]:The safety protection of overseas workers is an important part of China's overseas interests and the key to the sustainability of Belt and Road's initiative. It is also a great test of our government's ability to govern and govern. Under the new environment of rapid expansion and extensive extension of our overseas interests, non-traditional security threats are increasingly challenging. This paper points out that the safety supply mode of overseas labor in China gradually fails: the supply content is one-sided, the supply mode is single, the main body of supply is not clear. Based on the hypothesis that "overseas labor safety is a kind of quasi-public goods", this paper holds that the main body of supply of overseas labor safety can be expanded. This paper also puts forward four modes of overseas labor safety supply: the traditional supply mode led by the government, the commercial supply mode dominated by the market. The third sector is the leading mode of social supply and the intergovernmental international organization is the leading mode of international supply.
