“一带一路”建设背景下广西开放型经济发展模式及实现路径

【摘要】：广西经济基础薄弱,开放型经济发展水平较低。在"一带一路"建设的重大历史机遇下,广西应利用后发优势,充分借鉴发达省市发展开放型经济的经验,实施政府统筹下以区位优势为依托、"引进来"与"走出去"相结合、对内对外双向开放协同发展的开放型经济发展模式。具体通过创新开放体制与机制,培育开放型经济发展的高级要素,加强产业园区的载体功能建设,主动承接东部地区产业转移,发挥"增长极"的带动作用,推动开放型经济的发展。
[Abstract]:Guangxi has a weak economic base and a low level of open economy. Under the great historical opportunity of the construction of "Belt and Road", Guangxi should make full use of the advantages of latecomer and draw full lessons from the experience of developing an open economy in developed provinces and cities. To implement the open economic development model, which is based on the location advantage, "inducts" and "goes out" under the overall plan of the government, and is open to the outside in both directions, specifically through innovating the open system and mechanism, We should cultivate the advanced elements of the development of open economy, strengthen the construction of the carrier function of the industrial park, take the initiative to undertake the industrial transfer in the eastern region, give play to the driving role of the "growth pole", and promote the development of the open economy.
